In the aftermath of the Fitzmaurice Report and the Board of Supervisors complicity or inability to prevent rampant harassment and a "reign of terror" within county government, the creation of a county executive or manager position has grown more appealing.

There should also be a county legislature based on population. In other counties in New York, a board of supervisors has been found unconstitutional. An executive & legislature could work on county wide issues & leave the town issues on the town level
