Delhi Man Arrested for Attempted Murder

On Friday night, February 3, 2017, Delaware County Sheriff's Deputies

arrested and charged a 38 year old Delhi man with attempted murder,

unlawful imprisonment and criminal possession of a weapon following their

investigation of a domestic dispute.

At approximately 9:22 p.m. Sheriff’s Deputies responded to a 911 report a

domestic dispute at the Buena Vista Motel located on State Highway 28 in

the Town of Delhi that was called in by the female victim.


The victim reported that she had escaped from her motel room where her

boyfriend had held her captive and beat her before she was able to escape

from the room to call 911. The victim further reported that as Deputies were

responding to her 911 call the assailant chased her down and again began to

punch and kick her before dragging her back into the motel room where he

brutally beat her with a glass bottle causing her to suffer serious physical

injury including multiple lacerations to the face and legs and the loss of

several teeth.

Upon arrival at the scene Deputies arrested the assailant who was identified

as 38 year old Jamal S. Abrams who formerly resided in Herkimer and

Brooklyn, NY.

The victim was transported to O’Connor Hospital by Delhi Emergency

Squad and was subsequently transferred to U.H.S. Wilson Hospital in

Johnson City for further treatment.


Following an investigation by Deputies Abrams was charged with a number

of felony offenses including attempted murder in the second degree, assault

in the first degree and unlawful imprisonment in the first degree as well as

the class A misdemeanor offense of criminal possession of a weapon in the

fourth degree. The defendant was later arraigned in front of Judge Gumo at

Delhi Town Court and was remanded to the Delaware County Jail in lieu of

$100,000 cash bail or $200,000 bail bond. Two active Bench Warrants for

Abrams’ arrest that are held by the Herkimer Police Department were also

filed with the Delaware County Correctional Facility as detainers.

Deputies were assisted by members of the New York State Police and the

Delhi Police Department.

Stamford Man Arrested after a Domestic Incident

On Wednesday, February 1st, 2017, at approximately 11:21 PM, Delaware County

Sheriff’s Deputies arrested and charged Brandon Ortiz, 20, of Stamford, for the violation

level offense of Harassment in the Second Degree. The arrest occurred during the course

of an investigation of domestic incident that transpired in the Village of Stamford. Ortiz

was served a criminal summons, to appear before the Town of Harpersfield Court at a

later date.

Stamford Woman Arrested for Alleged Child Endangerment

On Wednesday February 1, 2017 Delaware County Deputies arrested Samantha J.

Rich, 34 of Stamford for 1 count of Endangering the Welfare of a Child a class “A”

misdemeanor in violation of the New York State Penal Law. It is alleged that during the

summer of 2016 Samantha let a child who was 7 years old smoke marijuana with her at

her residence in the Town of Stamford. She was issued an appearance ticket returnable to

the Town of Stamford Court on February 14, 2017 at 6:00 PM to answer the charge.

Margaretville Man Arrested for Forcible Touching

William J. George, 54, of Margaretville, was arrested Jan. 31 by State Police at Margaretville for two misdemeanor counts of forcible touching, according to a release.

He was charged after troopers were advised of an incident that had occurred at the apartments on state Route 28 in the town of Middletown.  An investigation determined that on two recent incidents George had forcibly touched two different victims at this location.

George was arraigned in Middletown Town Court where he was remanded to the Delaware County Jail in lieu of $1,000 bail and an order of protection was issued against him on behalf of the two victims.

At 5:55 p.m. Cobleskill Police arrested Jason D. Shorb, 38, of Cobleskill, NY, on an Arrest Warrant for Criminal Contempt.  He was arraigned in Cobleskill Town Court and remanded to the Schoharie County Jail on No Bail.  He is to appear in Schoharie County Court at a later date.

At 1:57 p.m. Cobleskill Police arrested David Jutrenka, 57, of Cobleskill, NY, for Aggravated Unlicensed Operation and other vehicle and traffic tickets.  He was arraigned in Cobleskill Town Court and remanded to the Schoharie County Jail on $1000 Bail / $2000 Bond.  He is to return to Cobleskill Town Court on February 7th at 5:00 p.m.

At 5:53 p.m. Cobleskill Police arrested Theodore Manigo, 38, of Schenectady, NY, on a Bench Warrant for Failing to appear for a court date.  He was arraigned in Cobleskill Town Court and remanded to the Schoharie County Jail on $250 Bail / $500 Bond.  He is to return to Cobleskill Town Court on February 7th at 5:00 p.m.

At 7:52 a.m. Cobleskill Police arrested Raymond Zabawa, 32, of Cobleskill, NY, for Stalking 4th.  He was arraigned in Cobleskill Town Court and released.  He is to return to Cobleskill Town Court on February 14th at 5:00 p.m.

At 4:52 p.m. Cobleskill Police arrested Pedro Luis Crespo Cardenas, 44, of Houston, TX, for Petit Larceny.  He was arraigned in Cobleskill Town Court and remanded to the Schoharie County Jail on $2000 Bail / $4000 Bond.  He is to return to Cobleskill Town Court on February 7th at 5:00 p.m.

At 4:52 p.m Cobleskill Police arrested Pedro Ibanez Bejerano, 47, of Houston, TX, for Petit Larceny.  He was arraigned in Cobleskill Town Court and remanded to the Schoharie County Jail on $2000 Bail / $4000 Bond. He is to return to Cobleskill Town Court on February 7th at 5:00 p.m.

Employee Arrested for Stealing from Employer

Kimberly Ross, 34, of Roscoe, was arrested Jan. 24 upon her voluntary surrender on an arrest warrant issued by Hancock Town Court Justice DeRosia for petit larceny, a class “A” misdemeanor, and first degree falsifying business records, a class “E” felony.

Ross is accused of stealing cash from her employer, Verona Oil Company, while employed as a manager at the Horton Country Store located on County Highway 17 and falsifying records maintained by the business to conceal her theft of cash.  Ross is accused of falsely reporting the receipt of returnable cans and bottles to cover the amount of money she had taken from the business.

She was arraigned in Cooks Falls Court by Judge DeRosia and was released on her own recognize to reappear in that court on Jan. 25.

Stamford Man Jailed On Felony Assault Charges.

Brian T. Bennett, 35, of Stamford was arrested Jan. 19 on charges of second degree obstructing governmental administration, felony second degree assault and felony second degree assault on a police officer following investigation into a report of an assault in progress at a restaurant in the village of Stamford. Deputies allege the defendant intentionally and repeatedly struck another person which did cause serious physical injury to such person in the form of a fractured vertebra, and during the course of the investigation the defendant is alleged to have assaulted a police officer and obstructed government administration by means of kicking a uniformed Deputy Sheriff in the face. Bennett was arraigned in Stamford Town Court where he was remanded to the Delaware County Jail in lieu of $10,000 bail.

Richmondville Man Arrested in Interstate Murder for Hire Plot

In a story that has hit national headlines, a Richmondville man was arrested on charges that he was acting as a hitman. The man met with an undercover agent he believed was seeking his services.

Joshua Craig Rowling, 18, of Richmondville, was charged with one count of conspiracy to commit murder for hire, one count of possession of a weapon for unlawful purpose, one count of unlawful possession of a weapon and one count of possession of a silencer. He was arrested after an investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and the Bergen County Prosecutor’s Office (BCPO) Cyber Crimes Unit.

The case was profiled on the ICE website, with more details about the circumstances. According to law enforcement, Rowling used internet in an attempt to obtain a firearm outfitted with a silencer and cash in exchange for committing a murder.  Allegedly, Rowling went to Mahwah, New Jersey to meet with an undercover officer he believed was intent on hiring him for murder. Search warrants at his home in New York as well as his vehicle in New Jersey, resulted various evidence.

Bail was set at $1,000,000 with no 10 percent option.  Rowling was remanded to the Bergen County Jail in lieu of bail pending his first appearance in the Bergen County Central Municipal Court in Hackensack, New Jersey, on Wednesday, Nov. 2, 2016.

State Police arrest three men for Burglary following trespass complaint in the Town of Broome

State Police in Cobleskill arrested three Connecticut men charging them with Burglary 2nd and various other charges following a trespass complaint on Bates Hollow Road in the Town of Broome on October 8, 2016.
Troopers arrested Daniel W. Tarantino, age 44, of Waterbury Connecticut, Carl R. Colangelo, age 51 and Matthew J. Colangelo, age 22, also of Waterbury Connecticut, charging all three with Burglary 2nd a C Felony. Carl Colangelo and Daniel Tarantino were also charged with Criminal Possession of Stolen Property 5th, a Class A Misdemeanor. The arrests were made following a complaint of an active trespass that was received through the Schoharie County 911 Dispatch Center. During the investigation Troopers located the defendants based on vehicle and personal descriptions. Stolen property from the the crime was recovered at the time of arrest. All three defendants were arraigned and remanded to the Schoharie County Correctional Facility in lieu of cash bail and given a return date of October 12, 2016 at the Broome Town Court. This investigation was a joint investigation headed by the Bureau of Criminal Investigation with assistance from the SP Cobleskill Road Patro

Esperance Man Arrested on DWI Charges

State Police based in Cobleskill arrested an Esperance man for Driving While Intoxicated and multiple drug charges following a traffic stop on October 8, 2016.

 Troopers arrested Roger E. Sulem, age 38, of Esperance charging him with DWI, Aggravated Unlicensed Operation of a Motor Vehicle 1st, Criminal Possession of a Controlled Substance 5th, Criminal Possession of a Controlled Substance 7th and Unlawful Possession of Marihuana. The charges occurred after Sulem was stopped for a traffic violation on State Route 20 in the Town of Esperance. Sulem was arraigned on the charges and remanded to the Schoharie County Correctional Facility in lieu of cash bail. Sulem is expected to appear in the Town of Esperance Court on October 12, 2016 at 6:00pm.

Cobleskill Woman Arrested for Operating a Motor Vehicle while Impaired by Drugs

Troopers in Mayfield arrested 41 y.o. Julie Lais for Operating a Motor Vehicle while Impaired by Drugs. Lais, who is from Cobleskill, NY was stopped by Troopers on West Main Street, in the Village of Broadalbin for an inadequate plate lamp. Upon interviewing Lais, she admitted she consumes multiple medications and was then administered SFST's and failed. She was also given a screening for alcohol which came up negative and as a result she was transported to a Gloversville Hospital where she consented to a blood draw. Lais was transported to SP Mayfield and processed without incident and was additionally charged with Operating a Motor Vehicle with a Suspended Registration and Inadequate Plate Lamp. She is to appear in the Village of Broadalbin Court at a later date.

County Board Adds Investigator to Combat Heroin, Asks Cuomo to Declare State of Emergency

The County Board of Supervisors made two major steps to combating the rising tide of heroin abuse in Schoharie County. Sheriff Tony Desmond implored the board members to provide funding for a new position to fight heroin's spread.

Sheriff Desmond requested that the board hire an investigator. The Personnel and Finance Committee earlier decided to defer a decision until more information was found. The Committee requested this delay to determine if other factors were needed, including  Mental Health, Social Services and Probation.

The Board members voted to give Sheriff Desmond authority to hire the investigator. Supervisor Bill Federice from Conesville asked if the county should request additional support from the state. He then read a draft letter for Governor Cuomo to attack the heroin epidemic in similar scale as the state did Hurricanes Irene and Sandy.

The letter, sent to the Schoharie News, describes the issue as, "Heroin addiction and the crime which comes with it has become the number one issue in upstate New York." There is a request for, "Immediate and substantial increases in resources for drug counseling, rehabilityation, mental health assistance, law enforcement, first responders, and especially drug education in our school."

Supervisor Federice's letter highlighted many issues faced by local governments: "Many of our communities are struggling with an ever increasing tax burden on our citizens while trying to meet the tax cap. This is unsustainable."

The letter closes with an forceful tone: "Anything less than an all-out commitment by New York State will prove to be insufficient."

The entire Board of Supervisors signed the letter, which will be sent to the Governor.

Sheriff's Department Launches New Teen DWI Prevention Initiative

At the Schoharie Board of Supervisors meeting two deputies spoke of a new initiative that the Sheriff's Department worked on to prevent teens from driving while intoxicated. The lively presentation expanded on the effort, which has seen many organizations partner with the Sheriff's Department.

Deputy Bruce Baker was given privilege of the floor to talk about Project CRASH. In the presentation, the Deputy discussed the Sheriff's Department partnership with SCCASA and other groups. The project intends to prevent drunk and ability impaired driving. Baker was introduced by Deputy Zach Reinhart. Deputy Baker said the group, "involved every high school in the county" as well as emergency services. The Deputy thanked a variety of volunteers and officials that assisted in the production. The project created a 30 minute movie that "depicts a two car crash with a fatality." On October 6th every Junior and Senior in high school in the county will be attending the film's screening at SUNY Cobleskill. It will be followed by a presentation from a law firm. Many public officials are invited, including County Administrator Steve Wilson and Assemblyman Lopez. He added that the presentation and film will be placed on SCHOPEG and social media.

"We want the students involved," Baker said. He also added that in the spring there would be another event at the college similar to a health fair that would bring in students from all of the schools in the county. Money raised at the event through sponsorships will be used to fund schools' proms and reduce the risk of unsafe driving afterwards. He offered the idea of a joint committee between schools, local government, and others.

The movie had almost 50 hours of editing and four cameras. It includes a helicopter flight and as the Deputy stated, over six figures in production value with great assistance from SCHOPEG. Overall, the project has not cost taxpayers a dime. "It's all volunteer, it's all for the kids." He added that he hoped that a reduction in drunk driving could prevent people from having to hear about fatalities.

State Police arrest Schoharie Woman for Grand Larceny 3rd

State Police in Cobleskill arrested a Schoharie woman charging her with Grand Larceny 3rd, a Class D Felony following a multi-agency investigation into a stolen ring.

Troopers arrested Cecilia M. Sena, age 20, after receiving the report of a missing diamond ring. The ring was taken from a residence that Sena had access to and was later sold to a pawn shop in the State of Arizona. State Police were able to locate the ring with assistance from the Kingman Police Department, who located the ring and a receipt for sale at a pawn shop in Kingman, Arizona. Sena was taken into custody and arraigned on the charge in the Town of Schoharie Court where cash bail was set. The ring was recovered and will be returned to the owner.

Troopers in New Scotland Arrest a Knox Man for Assault

On 09/11/16 the New York State Police in New Scotland arrested Edward A. Bisnett, 36, of Knox, NY for Assault 3rd, a misdemeanor and Harassment 2nd, a violation.  Bisnett's arrest was subsequent to a domestic call with his girlfriend in the Town of Knox.  Girlfriend was transported to St. Peters's Hospital by Helderberg Ambulance for medical treatment.  Bisnett was processed without incident and arraigned in the Town of Knox Court and is scheduled to reappear on 10/05/16 at 6:00pm.

State Police arrest Jefferson Man for DWAI Drugs

State Police in Cobleskill arrested a Jefferson man charging him with DWAI Drugs, following the report of a reckless operator on State Route 7 in Cobleskill.

Troopers arrested Damien B. Harley, age 26, after the vehicle he was driving was stopped for Vehicle and Traffic Violations. Harley submitted to sobriety tests administered by a Drug Recognition expert which he subsequently failed. Harley was issued traffic tickets to appear in the Town of Cobleskill Court on September 13, 2016 at 5:30 PM.

Middleburgh Man Sentenced to Six Years for Selling Heroin

A Middleburgh man was sentenced to six years in prison for dealing heroin. Scott Kossow, 31, was arrested last October for selling drugs. At that point he was charged with three counts of criminal sale of a controlled substance in the third degree.

Kossow had been arrested with another Middleburgh resident in 2013 for heroin possession. He had been charged with seventh-degree criminal possession of a controlled substance, possession of a hypodermic instrument and criminal use of drug paraphernalia in the second-degree.

Kossow was sentenced by Schoharie County Judge George Bartlett. He had been arrested after an investigation by the County Sheriff's Department and the NYS Police New York State Police Community Narcotics Team.
