Troop C members arrest 40 impaired drivers in August

State Police in Troop C removed 40 impaired drivers from local roadways in the month of August.  Troop C encompasses Broome, Chenango, Cortland, Delaware, Otsego, Tioga and Tompkins Counties. 

On August 1, 2021 at approximately 1:28 a.m., New York State Police at Richfield Springs arrested Morgan M. Coleman, age 30 of Otego, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of a Controlled Substance in the seventh degree. Troopers were dispatched to a one-car rollover on County Route 19 in the town of Plainfield.  While interviewing Coleman about what happened, a trooper identified several characteristics associated with impairment.  Coleman was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Troopers also located suspected drugs in her possession.  Coleman was arrested.  She was issued appearance tickets to the Plainfield Town Court on August 25, 2021.
On August 1, 2021 at approximately 2:29 a.m., New York State Police at Sidney arrested Barry R. Butler, age 31 of Long Beach, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a man leaving the KOA Campground and possibly intoxicated.  Troopers saw a vehicle that was off the shoulder of the roadway.  Then saw the vehicle strike a on County Road 44 while in reverse then pull into the path of the troop vehicle.  A traffic stop was initiated.  Troopers observed characteristics commonly associated with impairment.  After an investigation, Butler was arrested. He was processed and arraigned.  Butler was released on his own recognizance and order to reappear in the Sidney Town Court on August 12, 2021.

On August 1, 2021 at approximately 5:10 p.m., New York State Police at Stamford arrested Scott B. Keville, age 36 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle speeding and other vehicle and traffic infractions while on Interstate 88 and initiated a traffic stop.  While interviewing the Keville, the trooper observed impairment.  Keville was asked to submit to Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Oneonta for processing where his reportable B.A.C was .15%.  Keville was released on appearance tickets to the Otego Town Court on August 19, 2021.

On August 1, 2021 at approximately 5:47 p.m., New York State Police at Margaretville arrested Zachariah J. Hendrix, age 37 of Margaretville, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to a report of a vehicle that struck a bridge on State Highway 30 in Middletown.  Hendrix declined a medical evaluation.  Troopers requested Hendrix submit to Standardized Field Sobriety Tests, which indicated impairment.  Hendrix was arrested and transported to SP Margaretville where his reportable B.A.C was .20%.  Hendrix was issued appearance tickets to the Middletown Town Court on August 26, 2021. 

On August 2, 2021 at approximately 11:57 p.m., New York State Police at Deposit arrested Johnathan T. Nabinger, age 31 of Windsor, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper on Oak Street in Deposit saw a vehicle cross the solid double yellow line and initiated a traffic stop.  He interviewed Nabinger, who the trooper observed to be intoxicated.  Nabinger was asked to submit to Standardized Field Sobriety Tests, which indicated impairment.  Nabinger was arrested and transported to SP Deposit where his reportable B.A.C was .20%.  He was issued appearance tickets to the Deposit Town Court on September 20, 2021 and released to a sober third party.

On August 3, 2021 at approximately 10:48 p.m., New York State Police at Binghamton arrested Gerald A. Newman, age 60 of Windsor, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle fail to stop at a stop sign at the intersection of Frances Street and the State Route 17 extension road and initiated a traffic stop.  While interviewing Newman, the trooper observed characteristics commonly associated with impairment.  After an investigation, Newman was arrested.  He was processed at SP Binghamton and issued appearance tickets to the Kirkwood Town Court on August 24, 2021.

On August 6, 2021 at approximately 12:06 a.m., New York State Police at Homer arrested Jesse M. Anderson-Woodman, age 29 of Cortland, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop on State Route 281 in Homer after observing a vehicle failing to maintain its lane.  While interviewing Anderson-Woodman troopers observed impairment.  Anderson-Woodman was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Homer for processing where his reportable B.A.C was .15%.  Anderson-Woodman was released on appearance tickets to the Homer Town Court on September 7, 2021 then turned over to a sober third party. 

On August 6, 2021 at approximately 2:56 a.m. New York State Police at Sidney arrested Michael Ruling, age 21 of Sidney, NY for the misdemeanor of Driving While Intoxicated.  A trooper near Access Road and River Road (County Road 23) observed a vehicle make a vehicle and traffic infraction and initiated a traffic stop.  While interviewing Ruling, the trooper observed characteristics commonly associated with impairment.  Ruling was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Sidney where his reportable B.A.C was .13%.  Ruling was issued appearance tickets to the Sidney Town Court on September 9, 2021 and released to a sober third party.

On August 6, 2021 at approximately 6:08 p.m., New York State Police at Richfield Springs arrested Zakk T. Zuranski, age 26 of Utica, NY misdemeanor of Driving While Intoxicated.  A trooper observing traffic on Main Street in the village of Richfield Springs saw a vehicle speeding and initiated a traffic stop.  While interviewing Zuranski, the trooper smelled an odor of an alcoholic beverage.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment and was arrested.  Zuranski was transported to SP Richfield Springs where his reportable B.A.C was .16%.   He was issued appearance tickets to the Richfield Springs Village Court on September 21, 2021 then released to a sober third party.

On August 6, 2021 at approximately 10:20 p.m. New York State Police at Richfield Springs arrested Adam D. Morse, age 30 of Illion, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle make vehicle and traffic infractions while on Truax Road in the town of Winfield.  A traffic stop was initiated.  While interviewing Morse, the trooper smelled and odor of an alcoholic beverage and observed other characteristics associated with impairment.  Morse was asked to perform Standardized Field Sobriety Tests, which indicated impairment and he was arrested.  He was transported to SP Richfield Springs, where his reportable B.A.C was .14%.  Morse was released on appearance tickets to the Winfield Town Court on September 8, 2021 then turned over to a sober third party. 

On August 8, 2021 at approximately 12:50 a.m., New York State Police at Endwell arrested Jarrell X. Austin, age 27 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers on patrol observed a vehicle speeding and other vehicle and traffic infractions while on East Main Street in the village of Endicott.  Troopers interviewed Austin after a traffic stop was initiated on Cleveland Avenue.  They smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests which indicated impairment.  Austin was arrested and transported to SP Endwell where he was proceed then released on appearance tickets to the Endicott Village Court on September 1, 2021.

On August 9, 2021 at approximately 4:41 p.m., New York State Police at Binghamton arrested Stephen T. Menta, age 45 of Lisle, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper on State Route 11 in the town of Triangle saw a vehicle with a vehicle and traffic infractions.  A traffic stop was initiated.  The trooper observed characteristics commonly associated with impairment.  Menta was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton, where his reportable B.A.C was .22%.  Menta was processed then released on appearance tickets to the Triangle Town Court on September 6, 2021. 

On August 10, 2021 at approximately 12:29 a.m., New York State Police at Sidney arrested Jenni A. Austin, age 55 of Harpursville, NY for the misdemeanor of Driving While Intoxicated.  Troopers were investigating another incident on Pearl Street Extension in the town of Bainbridge when Austin pulled up to the area in a vehicle.  Troopers observed signs of impairment and asked Austin to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Sidney where her reportable B.A.C was .14%.  Austin was later released on appearance tickets to the Bainbridge Town Court on September 20, 2021.

On August 10, 2021 at approximately 10:46 p.m., New York State Police at Ithaca arrested Catalin I. Machidon, age 24 of Ithaca, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper on State Route 13 observed a vehicle being driven erratically and initiated a traffic stop.  While interviewing Machidon, the trooper observed characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Machidon was arrested and transported to SP Ithaca for processing.  He was released on appearance tickets to the Dryden Town Court on September 6, 2021.

On August 11, 2021 at approximately 3:39 p.m., New York State Police at Oneonta arrested Michael P. Henry, age 55 of Sharon, MA for the misdemeanor of Driving While Impaired by Drugs.  Troopers on another traffic stop observed a vehicle fail to Move Over.  They then conducted a traffic stop.  While interviewing the driver, the troopers observed characteristics indicative of impairment.  Henry was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Henry was arrested and transported to SP Oneonta for processing.  He was later released on appearance tickets to the Otego Town Court on August 26, 2021.

On August 11, 2021 at approximately 10:21 p.m., New York State Police at Binghamton arrested Jeffrey J. Angevine, age 53 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated.  A trooper saw a vehicle on Upper Court Street in the town of Kirkwood fail to maintain a lane.  A traffic stop was initiated on State Route 11.  While interviewing Angevine, the trooper observed characteristics commonly associated with alcohol impairment.  Angevine was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton where his reportable B.A.C was .10%.  Angevine was issued appearance tickets to the Kirkwood Town Court on September 1, 2021 then turned over to a sober third party.   

On August 12, 2021 at approximately 12:28 p.m., New York State Police at Whitney Point arrested Michael J. Kapral, age 68 of Whitney Point, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle on State Route 79 in the town of Barker failing to maintain a lane.  A traffic stop was initiated and while interviewing Kapral, the trooper smelled an odor of an alcoholic beverage.  After an investigation, Kapral was arrested.  He was transported to SP Whitney Point for processing and issued appearance tickets to the Barker Town Court on August 24, 2021 then turned over to a sober third party.

On August 12, 2021 at approximately 10:17 p.m., New York State Police at Binghamton arrested Michelle A. Cooper, age 55 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle make vehicle and traffic infraction while on State Route 7 in the town of Conklin.  A traffic stop was initiated, and the trooper observed characteristics commonly associated with impairment.  Cooper was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Binghamton where her reportable B.A.C was .13%.  She was issued appearance tickets to the Conklin Town Court on August 25, 2021.

On August 14, 2021 at approximately 1:44 a.m., New York State Police at Oneonta arrested Joshua E. Margiasso, age 32 of West Oneonta, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers were dispatched to a report of a vehicle that crashed on State Highway 23 in the town of Morris.  They located a vehicle stopped in a pull-off and stopped to check on the occupants.  Troopers found that Margiasso was operating the vehicle when he went off the roadway and damaged the vehicle.   Troopers observed signs of impairment and asked Margiasso to perform Standardized Field Sobriety Tests.  After troopers confirmed impairment, Margiasso was arrested.  He was later released on appearance tickets to the Morris Town Court on August 23, 2021.

On August 14, 2021 at approximately 2:43 a.m., New York State Police at Binghamton arrested Michael F. Decker, age 64 of Sanford, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a vehicle that struck a utility pole on Fox Farm Road in the town of Windsor.  While interviewing Decker, troopers observed signs of impairment and an odor of an alcoholic beverage.  Decker was transported to Wilson Hospital for an evaluation.  He was later arrested for DWI.  Decker was later processed and issued appearance tickets to the Windsor Town Court on October 11, 2021. 

On August 14, 2021 at approximately 11:47 a.m., New York State Police at Binghamton arrested Lindsey C. Dixon, age 27 of Endicott, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to the report of a vehicle stopped at a stop sign for a long period of time.  When the trooper arrived, he found Dixon in her vehicle asleep, the vehicle was still running and in “drive”.  The trooper was able to wake Dixon and he detected characteristics associated with impairment.  Dixon was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and later released on appearance tickets to the Windsor Town Court on September 15, 2021.

On August 15, 2021 at approximately 10:06 p.m., New York State Police at Homer arrested Tyler A. West, age 27 of Scott, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched to a disturbance at a home on Country Lane in the town of Scott.  During the course of their investigation, they learned that West was driving in an intoxicated state and had struck a piece of machinery with his vehicle while on Grinnell Road and continued driving home.  West was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Homer where his reportable B.A.C was .20%.  He was later released on appearance tickets to the Scott Town Court on September 21, 2021. 

On August 16, 2021 at approximately 5:05 p.m., New York State Police at Margaretville arrested Aaron J. Howard, age 34 of Hamden, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper initiated a traffic stop after he observed a vehicle speeding on Marvin Hollow Road in the town of Walton.  While interviewing Howard, the trooper observed impairment.  Howard was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Margaretville and later released on appearance tickets to the Walton Town Court on September 15, 2021.

On August 16, 2021 at approximately 6:18 p.m., New York State Police at Sidney arrested David F. Ireland, age 69 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a car that struck a goat on Mertz Road in the town of Bainbridge then left the scene. The goat sustained multiple injuries and had to be euthanized.  Troopers were able to obtain information about the vehicle and driver.  The troopers located Ireland and determined he was operating the vehicle impaired at the time of crash.   Bainbridge Town Court on September 21, 2021.

On August 16, 2021 at approximately 10:52 p.m., New York State Police at Richfield Springs arrested Gerry H. Wilmot, Age 58 of Cherry Valley, NY for the misdemeanor of Driving While Intoxicated.  A trooper on State Highway 20 in the town of Springfield saw a vehicle speeding and initiated a traffic stop.  The trooper detected an odor of an alcoholic beverage and other characteristics associated with impairment.  Wilmot was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Richfield Springs where his reportable B.A.C was .15%.  Wilmot was issued appearance tickets to the Springfield Town Court on September 2, 2021.

On August 18, 2021 at approximately 11:30 a.m., New York State Police at Oneonta arrested Joel D. Hewlett, age 42 of Oneonta, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper initiated a traffic stop after observing a vehicle make vehicle and traffic infractions while on Interstate 88 in the town of Otego.  While interviewing Hewlett, the trooper observed characteristics commonly associated with impairment.  Hewlett was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Sidney for processing.  Hewlett was later released on appearance tickets to the Otego Town Court on September 16, 2021. 

On August 18, 2021 at approximately 10:15 p.m., New York State Police at Richfield Springs arrested Danielle R. Dougherty, age 34 of Richfield Springs, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a car that went off State Route 28 and into a field.  While interviewing Dougherty, the trooper smelled an odor of an alcoholic beverage and other impairment.  Dougherty was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Richfield Springs where her reportable B.A.C was .13%.  Dougherty was later released on appearance tickets to the Exeter Town Court on September 15, 2021.

On August 19, 2021 at approximately 12:52 a.m., New York State Police at Binghamton arrested Kaji Chhetri, age 49 of Scranton, PA for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle on Interstate 81 speeding and make vehicle and traffic infractions.  A traffic stop was initiated.  The trooper smelled an odor of an alcoholic beverage.  Chhetri was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Chhetri was arrested and transported to SP Binghamton where his reportable B.A.C was .09%.  Chhetri was later released on appearance tickets to the Dickinson Town Court on September 30, 2021.

On August 19, 2021 at approximately 8:31 p.m., New York State Police at Norwich arrested Katherine D. Curpier, age 48 of Oneonta, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to Chobani on State Route 8 in the town of Guilford for a report of a woman who was not an employee and appeared to be operating a vehicle while impaired.  The trooper located the described vehicle near State Route 8 in the town of Guilford.  The trooper observed the vehicle turn into a driveway, back out then go into a ditch.  The trooper approached the vehicle and found Curpier in the driver’s seat.  He also smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  After an investigation, she was arrested.  Curpier was transported to SP Norwich.  She was arraigned at the town of Guilford court where she was released on her own recognizance and told to reappear on September 23, 2021.

On August 19, 2021 at approximately 10:45 p.m., New York State Police at Endwell arrested Lucas H. Coene, age 37 of Binghamton, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A vehicle was stopped after observing it cross the double yellow line while on Fayette Street in the city of Binghamton.  While interviewing Coene, troopers detected an odor of an alcoholic beverage and other characteristics associated with impairment.  After an investigation, Coene was arrested.  He was transported to SP Binghamton for processing then later released on appearance tickets to the Binghamton City Court on September 10, 2021.

On August 21, 2021 at approximately 1:24 a.m., New York State Police at Owego arrested Allen M. Johnston, age 32 of Rome, PA for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a vehicle that crashed on State Route 17C and was on its side.  Johnson was checked out by EMS but did not wish to be transported.  An investigation at the scene releveled that Johnson was operating the vehicle while impaired.  Johnson was arrested and transported to SP Owego where his reportable B.A.C was .17%.  He was later released on appearance tickets to the Tioga Town Court on September 15, 2021.

On August 21, 2021 at approximately 4:44 p.m., New York State Police at Sidney arrested Jaylene Tejada, age 21 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper was monitoring traffic on Interstate 88 in the town of Sidney when a motorist flagged him down advising that a vehicle was driving erratically.  The trooper spotted the vehicle and saw it almost strike a tractor trailer and failing to maintain a lane.  A traffic stop was initiated.  While interviewing Tejada, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Tejada was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Tejada was arrested and transported to SP Sidney where her reportable B.A.C was .16%.  She was processed and released on appearance tickets to the Sidney Town Court on September 9, 2021.

On August 16, 2021 at approximately 9:30 p.m., New York State Police at Homer arrested Franklin A. West, age 60 of Cortland, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a vehicle that went off State Route 281, rolled and ultimately struck a tree.  Troopers located West, who displayed characteristics of impairment.  He was checked out by EMS and transported to Guthrie Cortland Medical Center.  After an investigation, West was arrested and issued appearance tickets to the Homer Town Court on September 21, 2021.

On August 21, 2021 at approximately 11:57 p.m., New York State Police at Sidney arrested Danielle K. Tufano-Erickson, age 35 of Bainbridge, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers initiated a traffic stop on State Route 7 in the village of Bainbridge after observing vehicle and traffic infractions.  While interviewing Tufano-Erickson troopers observed impairment.  She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Sidney.  Tufano-Erickson was later released on appearance tickets to the Bainbridge Town Court on September 7, 2021.

On August 22, 2021 at approximately 6:24 p.m., New York State Police at Margaretville arrested Brent W. Wallace, age 33 of Jefferson, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched to a report of a vehicle on its side on State Highway 10 in the town of Delhi.  Wallace was not transported to a hospital by an ambulance.  While interviewing Wallace, the trooper observed characteristics associated with impairment.  Wallace was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Wallace was arrested and later released on appearance tickets to the Delhi Town Court on September 14, 2021.

On August 27, 2021 at approximately 10:00 p.m., New York State Police at Binghamton arrested Michael N. Packs, age 63 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Packs entered a DWI checkpoint on George F. Highway West and a trooper observed characteristics associated with impairment.  Packs was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Endwell for processing then later transported to Broome County Central Arraignment and Processing. 

On August 28, 2021 at approximately 12:04 a.m., New York State Police arrested Abajoi R. Parkes, age 30 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Parkes entered a DWI checkpoint on Front Street when a trooper observed characteristics associated with impairment.  Parkes was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton where his reportable B.A.C was .24%.  He was issued appearance tickets to the Dickinson Town Court on September 16, 2021 then turned over to a sober third party.

On August 28, 2021 at approximately 2:39 p.m., New York State Police at Owego arrested Jason M. Sweeney, age 38 of Friendsville, PA for the felony of Criminal Possession of a Weapon in the second degree and the misdemeanors of Unlawful Possession of Ammunition Feeding Device and Aggravated Driving While Intoxicated.  A trooper was dispatched to a report of a vehicle that crashed into a ditch on Pennsylvania Avenue in Apalachin.  While interviewing Sweeney, the trooper observed an odor of an alcoholic beverage and other characteristics associated with impairment.  Sweeney was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  During the investigation, the trooper also located a loaded handgun with a magazine that is not NY Safe Act complaint.  Additionally, the trooper learned that Sweeney does not have a pistol permit.  Sweeney was arrested and transported to SP Owego where his reportable B.A.C was .22%.  Sweeney was later transported to Tioga County Central Arraignment and Processing where he was released on his own recognizance and scheduled to appear in the Owego Town Court on September 1, 2021.

On August 28, 2021 at approximately 7:49 p.m., New York State Police at Stamford arrested Celine S. Decarlo, age 39 of Brooklyn, NY for the misdemeanor of Driving While Intoxicated. A trooper was dispatched to a report of a vehicle that crashed into a tree on Bell Hill Road in the town of Delhi.  Decarlo was transported to O’Connor Hospital by Delhi EMS.  While interviewing Decarlo at the hospital, the trooper observed characteristics associated with impairment.  She was later processed and issued appearance tickets to the Delhi Town Court on September 28, 2021. 

On August 30, 2021 at approximately 9:27 p.m., New York State Police at Margaretville arrested Sean P. Curtis, age 20 of Wantagh, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper observed a vehicle with vehicle and traffic infractions while on Sherwoods Road in the town of Delhi and initiated a traffic stop.  While interviewing Curtis, the trooper observed impairment.  Curtis was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and later issued appearance tickets to the Delhi Town Court on September 21, 2021.
