This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use tases on the cost of materials which are to be incorporated into the work.
The Owner reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation, and to select the Bid, the acceptance of which, in its judgment, will best assure the efficient performance of the work.
Bidders are advised that Labor and Material and Performance Bonds, each in the amount of 100% of the contract prices, as well as a Certificate of Insurance demonstrating required coverage, shall be provided by the successful bidder(s). In addition, the successful bidder(s) shall provide a one-year maintenance bond in the amount of 100% of the contract price at the completion of work.
Bidders are responsible for the timely delivery of their bid proposal to the proper person and location as indicated in this "Invitation to Bid". Bidders are advised not to rely on the Postal Service or any other mail delivery service for the timely and proper delivery of their bid proposal. Bid proposals received after the date and time specified in this invitation shall be considered unresponsive and will be returned to the Bidder unopened.
The Contractors must also be aware that they must comply with the State wage rates under New York State Department of Labor PRC# 2025001690 (dol.ny.gov). In addition, the Contractor must comply with Labor Law 220, section 220-h, which requires that on all public work projects of at least $250,000.00, all laborers, workers and mechanics on the site be certified as having successfully completed the OSHA 10-hour construction safety and health course.
Each prime contractor shall provide proof of registration with the New York State Department of Labor in their bid packet.
Effective December 30, 2024, all contractors and subcontractors submitting bids or performing construction work on public work projects or private projects covered by Article 8 of the Labor Law are required to register with the NYS Department of Labor (NYSDOL) under Labor Law Section 220-i. Specifically, contractors must register with the Department of Labor's Bureau of Public Work and Prevailing Wage Enforcement prior to bidding on public work projects or commencing work on public work projects or covered private projects that are subject to the prevailing wage. The stated purpose is to ensure that such contractors and subcontractors do not have previous labor law violations and that they will abide by the State's labor laws and regulations, including the prevailing wage requirements. These registration requirements go into effect on December 30, 2024. Consequently, after that date, local governments cannot award a contract for public work to a contractor unless they are registered with the State.

The Town of Blenheim is accepting Bids / Quotations for On-Road Low-Sulfur Diesel Fuel and Non-Ethanol Gasoline. Bids / Quotes are acceptable on Bidder Quote forms.
Bids / Quotes must include delivery of product(s) to the Town of Blenheim on a weekly basis or as requested by the Town Highway Superintendent. Diesel fuel deliveries to be made to the Town of Blenheim located at 103 Municipal Way (Rt.30) and gasoline deliveries to the old Town of Blenheim Highway Garage located on East Side Road, Blenheim.
Bids / Quotes should be based on an annual quantity of On-Road Diesel fuel of approximately six thousand (6,000) gallons and an annual quantity of gasoline of approximately three hundred (300) gallons.
Bids / Quotes for gasoline MUST be for NON-ETHANOL gasoline. Bids /Quotes of On-Road low sulfur Diesel should include itemized pricing for the appropriate Winter Mix for use between the months of December and May, including Cold Flow and /or Kerosene. Winter Mix must be for 60% Diesel /40% Kerosene.
Term of the Contract period is from March 5, 2025 until March 4, 2026. Prices quoted are fixed over the terms of the contract and no escalation will be accepted. Contract Award Extension(s) may be permitted upon mutual acceptance of Town and Supplier.

The Project generally consists of the following work at four separate buildings:

The proposed work for each building includes: asbestos abatement or decontamination (as needed); removal of shrubs, sidewalks, pavement or pads immediately adjacent to building perimeter (as needed); trenching around the building perimeter (as needed); installation of rigging beams prior to lift, mechanically lifting the entire 1st (and upper) floors by several feet (per plans); demolishing the existing concrete or masonry foundation; constructing a new concrete foundation with engineered vents; backfilling the basement interior to adjacent ground; lowering the building onto the new foundation (as needed); attaching the structure to the new foundation; backfilling trenches around perimeter around building; installing new mechanical room (if shown on plans); installing new stairs and stair landings (per plans); installing new ADA-approved wooden ramp or platform lift (if shown on plans); installation of new sidewalks (if shown on plans); finished grading and plantings around building perimeter. If applicable, the proposed mechanical room is to contain electrical panels, hot water tanks, furnaces, boilers and other mechanicals relocated from the former basement. Miscellaneous plumbing work and electrical work are also proposed to support utility relocations and reconnections, and to extend the building sewer and water service lines starting from 5 feet outside the building to inside of the building.
This work will be awarded as multiple prime contracts. The Bid will be received on a lump sum basis with alternates, if included on the Bid Form. Participation goals and use of minority and women-owned business enterprises and service-disabled veteran-owned business enterprises is strongly encouraged but not required. Participation goals are 15% for minority-owned business enterprises (MBEs), 15% for women-owned business enterprises (WBEs) and 6% for service-disabled veteran-owned business enterprises (SDVBE).
Work shall be substantially completed by Dec 1, 2025. Final restoration shall be completed and the project ready for final payment by Feb 1, 2026.
The Bid should not include sales and compensating use taxes on materials incorporated into the work.
If the Bid is actually received by mail or by hand after the appointed time on the date specified it shall be rejected, notwithstanding that such Bid may have been placed in a mailbox or other mail receptacle regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time. Bid security in the amount of 5% of the Bid must accompany the Bid in accordance with the Instruction to Bidders. The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price. Bidders will also be required to furnish a Non-Collusive Affidavit.

The Middleburgh Town and Village Planning Board will hold a public hearing on Wednesday March 12, 2025 at 7:15PM in the Town of Middleburgh Community Shelter Building at 139 Cotton Hill Rd. A submission has been received from John A Miller requesting a Minor Subdivision of a parcel located at 4949 State Route 30, Schoharie to divide the property into two separate lots, one lot containing 1.62 acres with the house and barns and the other lot containing 13.3 acres of vacant land. The Jefferson Central School seeks sealed bids for School Bus Maintenance for the 2025-2026 and 2026-2027
school years. Bids must be submitted to Dulcie Fowler, District Clerk, no later than Noon on Friday, March 14, 2025, in a sealed envelope marked “School Bus Maintenance Proposal”.
