Suspect Arrested in Davenport Deceased Dogs Case

After numerous tips from the public and a subsequent investigation, New York State Police arrested a person wanted for leaving dead dogs on a property in Davenport. 

On February 11, 2021 New York State Police arrested Carlos G. Smith, age 33 of Utica, NY for six counts of the Agriculture and Markets Law Failure to Provide Proper Sustenance, a class A misdemeanor. 

On December 10, 2020 troopers were dispatched by Delaware County 911 to Smith’s residence on Pine Cliff Circle in the town of Davenport for a complaint of dead dogs.  Troopers located two adult dogs and four puppies left inside a crate outside of the trailer.  An investigation led troopers to believe that Smith left the area. 

Troopers applied for an arrest warrant and were granted one by the town of Davenport court in January.  A “Warrant Wednesday” post on Facebook this month looking for Smith led to numerous tips.  Smith was ultimately located and arrested in the city of Utica on February 11.  Smith was and transported back to Otsego County for processing and a virtual arraignment.  Smith was released on appearance tickets returnable to the town of Davenport court on February 23, 2021.
