FRANKLIN – Franklin Rotary invites community members near and far to join us on September 18, 2024, at 6:45 pm, at Franklin Central School, 26 Institute Street, for an overview presentation of the Climate Leadership and Community Protection Act (CLCPA). Two local experts will present an update of the CLCPA including its current status and future potential which are critically important. All are welcome to join us for this free presentation which will be followed by a Q&A and light refreshments.
The CLCPA was passed into law in July 2019. It is timely to look at both its intended impact on New York lives as well as evaluate what we learned and what adjustments are essential going forward if we are to impact climate change.
The CLCPA committed $43.7 billion in climate related spending. It is now known that the State is falling short of meeting two of its significant goals; 70% renewable energy generation and 40% greenhouse gas emission reduction by 2030. Presently the State is taking a close look at what kind of flexible approaches will be needed in order to achieve its goals. This Act affects all of us in various ways and has multiple effects on our children and grandchildren.
The presenters are:
Dennis Higgins: A retired college professor who resides in Otego. He taught mathematics and computer science at the University of Scranton, St. Lawrence University and SUNY Oneonta. He has been involved in regional energy issues for more than a decade providing input on projects and policy locally, as well as at the DEC and The Public Service Commission. His commentaries on energy issues have appeared in numerous publications from Buffalo to Syracuse, in Binghamton, Albany and New York City.
Keith Schue: A resident of Cherry Valley who has his graduate degree in engineering. Prior to his move to New York, he was employed with the Florida Chapter of The Nature Conservancy on issues relating to the impacts of human development and infrastructure on ecosystems. He has been engaged in New York’s energy policy since 2010, and currently volunteers as a technical advisor for NYS Energy Climate Associates. He has provided technical input on the federal Clean Power Plan, NYS Energy Plan, NYS Clean Energy Standard, industry regulations, legislation and various related projects.
