Brooklyn Resident Arrested After Traffic Stop

FRANKLIN — Sheriff Craig S. DuMond announced that a traffic-stop for failure to stop at a stop sign on Wednesday afternoon resulted in the arrest of a Brooklyn, New York man.

On Wednesday morning, April 10th, 2024, Sheriff’s Deputies were patrolling State Highway 357 in the Town of Franklin and observed a vehicle traveling northbound on County Highway 21 fail to come to a complete stop at the intersection of County Highway 21 and State Highway 357.  Deputies subsequently conducted a traffic stop and identified the driver as 44 year-old Rafael Montalvo, of Brooklyn, New York.   
A driver's license inquiry into the license plate revealed that the vehicle's registration was suspended for insurance lapse out of the State of Illinois.   
Montalvo was subsequently arrested and issued traffic summonses for Operating a motor vehicle while the registration was suspended, an unclassified misdemeanor of the New York State Vehicle and Traffic Law and unregistered motor vehicle and failure to stop at a stop sign, both violations of the New York State Vehicle and Traffic Law.
Montalvo was released on traffic summonses and directed to appear in the Franklin Town Court on a later date to answer those charges.
