Christmas Stroll House Tour & Holiday Market in Franklin Dec. 14

FRANKLIN – Mark your calendars for Saturday, December 14th -- the Franklin community is revving up for the holidays! 

Christmas Stroll House Tour. The traditional Christmas Stroll House Tour includes 7 homes in  historic Franklin, beautifully decorated for the holidays and most in the village within walking  distance of each other. The Stroll will take place on Saturday, December 14th from 1 pm to 5  pm. Tickets are $10 per person or $15 per couple. Tickets will be sold at Yokel Restaurant at 458 

Main Street in Franklin from 11 am to 2 pm on Thursday, December 12th and Friday, December  13th. Tickets will also be sold at the Firehouse Holiday Market from 10 am to 3 pm on Saturday,  December 14th. 

Connie Martin, Christmas Stroll Coordinator, said, “The Stroll is a fun event where attendees can  learn about the history and architectural details of the homes, chat with your hosts and enjoy  light refreshments.” Martin added, “Most of the homes participating this year were built  between the 1820s and early 1900s, and 6 are located in the Village of Franklin, which is on the  National Register of Historic Places.” Coordinator John Wilson added, “The homeowners have  conducted research on their homes and any renovations are done with attention and care in an  effort to preserve the unique character of the homes. It’s practically a guarantee that attendees  will come away with some great ideas for renovations and décor!”  

After expenses, proceeds from the tour benefit the Franklin Improvement Society, a 501c3  organization.  

Franklin Railroad and Community Museum. The popular Trees and Trains for Christmas  exhibit at the museum is a must-see! Take a step back in time as you enjoy the beautifully  decorated trees, The Warwick dining car and an enhanced layout with several new exhibits at the 

museum. There is a wealth of history about Franklin and surrounding towns in the area, and  much more! The museum is located at 572 Main Street and will be open from 10 am to 5 pm. 

Firehouse Holiday Market. Shop for unique holiday gifts at the Franklin Firehouse garage at  351 Main Street from 10 am to 3 pm. Artisans and vendors from the local area will offer holiday  wares, home décor, handmade clothing, food and more! 

NEW – Gourmet Cheese Tasting at Good Taste Epicurean Market. Sample an array of gourmet cheeses, dried sausages and other delicacies at the Market at 438 Main Street from 10  am to 5 pm. Enjoy a free cup of freshly brewed coffee while you taste and shop. Owner Mark  Handelman offers freshly baked baguettes and croissants, and a variety of both imported and  farm-to-table eats to grace your holiday table. 

Holiday Stories and Santa’s Visit at the Library. The Franklin Free Library, 334 Main Street, will have holiday storytime at 11 am, followed by a visit from Santa and Mrs. Claus with gifts  for the kids. Home-baked cookies and punch will be served. 

Church Festivities – Cookies, Carols and More. Open Doors Methodist Church, 475 Main  Street, is having a Christmas Cookie Sale at 11 am with decorated cookies and traditional  favorites. St. Paul’s Episcopal Church at 307 Main Street, a Gothic architectural gem designed  by Upjohn, will have a tour and seasonal music for your enjoyment from noon to 3 pm. The  Community Bible Church, 89 Center Street, will have Christmas caroling and hot chocolate from  2 pm to 3 pm. 

A Visit from Santa and Mrs. Claus. Bring your children to the Franklin Firehouse garage  beginning at 5:00 pm for a visit with Santa and Mrs. Claus. The jolly old elf and his better half  will have a gift for each child, and hot chocolate and cookies will be served. Kids can also make  a craft to take home. Lots of photo opportunities to make great memories! 

Franklin Eateries and Businesses Are Open. Walk along Main Street and enjoy the lighted  holiday trees decorated by Franklin Rotary Club members. Get delicious eats at local restaurants Yokel, The Tulip and The Rose Café, and Seminera’s Pizzeria, all on Main Street. Local shops  featuring interior design, home décor, antiques and designer clothing will be open for shopping.

$8 Million ARPA Fund Allocation Complete

DELHI - Delaware County supervisors completed the allocation of the $8,672,706 American Rescue Plan Act (ARPA) federal funds. ARPA funds are required to be allocated by the end of 2024. Supervisors made one final resolution assigning the remaining $8,500.50 and excess funds from projects previously financed.

Supervisors allocated $500,000 in 2022 to restore the Soldiers Monument at Delhi Courthouse Square. The project, now completed, had a remaining balance of $15,428.64. The Treasurer's Office was awarded $199,650 in 2021 for purchase and maintenance of a delinquent tax collection software. With the software installed, $5,055.83 in surplus funds remains. Additionally, 50 cents of unused funds remain from the Franklin septic system inspection which received an allocation of $4,000 in 2022.

Supervisors elected to reallocate all remaining funds totaling $28,985.47 to the Delaware County Historical Association for a construction project. 

Over 20 projects were funded using ARPA, originally designed to reduce pandemic-related issues. 

One significant project includes the Agricultural and Livestock-Farm Enhancement Program through Cornell Cooperative Extension (CCE). The grant program was funded $1.2 million to combat issues due to the pandemic, which disrupted agricultural markets. Qualifying farms could request grants of up to $5,000 for crop production costs or up to $25,000 for improvement projects. 

Another major project was the $2.6 million network upgrade for County systems. Upgrades include expanded remote and wireless capacity, cloud-based storage, and enhanced digital and cyber security.

A contested project was the introduction of a county-wide Emergency Medical Service (EMS) service which after much discussion was ultimately funded with $1.5 million. ARPA will fund the first three years of a contract with American Medical Group (AMR) for a supplemental ambulance service.

Colchester Supervisor Art Merrill thanked Hamdon Supervisor Wayne Marshfield and the ARPA Committee for their work in reviewing projects and recommending allocations.

In other business:

Supervisors employed the Treasurer office to levy delinquent school taxes with a 7% penalty to total $6,845,395.59. Supervisors also set the tax levy for special districts and towns which can be reviewed by visiting delcony.us. The total tax levy for the county is $36,473,067.25.

Supervisors paid the monthly bills of $2,051,584.86.

Monthly Board of Supervisors meetings were scheduled for the 2025 year. A schedule of meetings can be found on the county website.

The 40 election voting machines will be replaced by Clear Ballot Group of Boston at $589,000. The machines have been in use since 2010.

The Department of Emergency Services was awarded two grants through the NYS Division of Homeland Security. Funds of $20,598 will be used to purchase portable radios and related communications equipment. The department will purchase a computer-aided dispatch and records management system for $85,356.

The Department of Mental Health was authorized to purchase a color printer at $5,145.

Supervisors paid costs of $50,044.74 incurred through inpatient psychiatric care for inmates during criminal defense proceedings.

The organizational meeting is scheduled Wednesday, Jan. 8 at 1 p.m.

H-T Falls to Tioga in Schenevus Tourney

DELAWARE LEAGUE –  South Kortright/Andes opened its season last Wednesday with a 63-33 non-league victory over Charlotte Valley. Boston Quarino led the way with 14 points in double figures and Parker Popp chimed in another 10 points. Simon Cowls led Charlotte Valley scoring with 13 points on the night.

Gilboa/Roxbury defeated Windham 61-42 on Tuesday. Jordan Johnston connected on five three-pointers to finish with a game-high 23 points. Cody Ciaravino chipped in another 19 points and John DeWitt added 12 points in double figures. For WAJ, Jacob Schwartz led the scoring with 17 points.

Laurens/Milford defeated Hunter-Tannersville 59-23 in non-league action last Wednesday. Donovan Garcia was the high man for H-T with seven points on the night.

In a non-league game last Friday, H-T lost 53-23 to non-league Tioga in the opening round of the annual Schenevus Tournament. Gideon Glennon scored 15 points and pulled down 10 boards for  H-T who would face close league rival Windham in Saturday's consolation round.

Host Schenevus defeated Windham 72-23 in their opener. Payton Dempsey and Christian Greene led WAJ scoring with seven points each. 

Windham went on to win the consolation game over H-T 63-45. Dempsey, who was named to the all-tournament team, led scoring with 24 points with teammates Jacob Schwartz and Donovan Garcia adding 18 and 15 points, respectively. Glennon led H-T with 15 points on the night.

Bainbridge-Guilford defeated Gilboa/Roxbury 61-23 in a non-league game last Friday.

South Kortright/Andes fell 57-32 to Loudonville Christian in non-league action last Friday in the annual Coaches vs. Cancer Tipoff at Fulton Montgomery Community College. Jack Byrne scored six points and Boston Quarino chipped in five points. 

They went on to defeat Galway 74-58 on Sunday. Parker Popp led the way with 19 points, Quarino chipped in 17 points and Jack Byrne added 16 points to the non-league win.

Shogunate Franklin defeated host Jefferson/Stamford 61-51 on Tuesday to claim the title of the annual Stamford Booster Club Tournament. The two teams were tied a few times before U/F moved out to a 10-point lead in the final quarter and S/J was unable to close the gap. Gavin VanEtten led J/S scoring with 21 points on the night, while teammate Leland Donato Williamson chimed in with 12 points and 10 rebounds. Max Eisel was named to the all-tournament team as he pulled down 15 rebounds.

Stamford defeated Unadilla Valley, 60-51 in Monday's opener. Eisel led that charge with 19 points and 16 rebounds. 

U/F earned its seat in the championship game by defeating Laurens/Milford 62-43 on Monday. Unadilla Valley defeated Milford/Laurens 54-46 to finish third in the tournament.

Stamford/Jefferson Claims Schenevus Tourney Title

DELAWARE LEAGUE –  South Kortright/Andes defeated the  Margaretville Lady Blue Devils 72-25 in action on Tuesday. Addy Eckert led the charge with 30 points and 13 rebounds. Teammate Caitlyn Deysenroth bucketed 20 more and pulled down seven rebounds. Carlee Dropp finished the night with nine points, 10 rebounds, and six steals. 

The Charlotte Valley Lady Wildcats defeated non-league Middleburgh 59-17 in action Monday. Brinlee Wright bucketed the game-high of 24 points to lead the charge, while Ella Gerster chimed in another 16 points in double figures.

Also on Monday, Hunter-Tannersville defeated  non-league Worcester  56-15. Emma Constable led the charge with 11 points, while teammate Julia Legg chimed in 10 points and had 11 steals. Saleema Poladian added eight points, and Medeline Fromer scored seven points in the win, with Angelina Dixon contributing six steals.

Stamford/Jefferson defeated  Hunter-Tannersville 53-28 in the opening round of the annual Schenevus Tournament to advance to the championship round. McKenna Hoyt led the way with 26 points, 21 rebounds, seven assists, and seven steals. Her teammate, Tierney Turner, added another 10 points in double figures. Angelina Dixon scored eight to lead H-T. She also had five rebounds and 5 steals Saleema Poladian and Aubrianna Stanton also had a good night on the boards with several rebounds each.

S/J went on to defeat the host team to claim the title, defeating Schenevus 45-32 in Saturday's championship round. 

Once again, Hoyt led the way, bucketing 19 points, pulling down 15 rebounds, stealing six plays, and dishing off six assists. Turner added 16 points. Hoyt was named the tournament's most valuable player, while Emily Eklund and Natalie Nebesnik were named to the all-tournament team. For Schenevus, Amber Burton led the scoring with nine points.

In the annual Pat Grasso Tournament at Laurens, Bainbridge-Guilford defeated South Kortright/Andes 51-46 to claim the title. Addy Eckert led SK/A with 16 points and was named to the all-tournament team and Caitlyn Deysenroth added 15 points and teammate Carlee Dropp also made the all-tournament team.

Edmeston/Morris defeated the host team Laurens/Milford 49-29 in the consolation game on Friday. Laurens/Milford fell to SK/A 54-21 in the opening round last Thursday. Eckert scored 20 points to lead the Lady Rams and Carlee Dropp chimed in another 12 points to the win. Deysenroth add eight points and 10 rebounds.

Bainbridge-Guilford defeated Edmeston/Morris 41-21 in their opener.
