DCHA History Award of Merit Nominations Requested

DELHI — The Delaware County Historical Association is once again accepting nominations for our annual Awards of Merit. Individuals and groups who have made significant contributions to the preservation and presentation of local history, traditions and culture will be presented with awards at DCHA’s Annual Meeting to be held on Sunday, November 2, 2025.

The accomplishments of nominees should represent an outstanding effort to preserve and promote the history and culture of Delaware County, or to preserve and present the traditional folk arts of the region. Eligible activities include, but are not limited to: preservation of buildings, public programs, volunteer operation of historical societies, publications, or exhibits. Activities conducted as part of a business venture or by a for-profit organization are generally not considered for the award nominations.

To submit a nomination, write a short letter/e-mail detailing the reasons the nominee (or group) is deserving of the award.  Include your name, address and phone number and the name, address and phone number of the nominee and send it by October 17, 2025 to: Award of Merit Committee, Delaware County Historical Association, 46549 State Highway 10, Delhi, NY 13753.

Delaware County EMS Gets Critical Antidote to Combat Potential Smoke Inhalation Side Effects in House Fires - AMR & County Parnership Deploys Kit to Prevent Cyanide Poisoning

DELHI — Delaware County residents now have access to a life-saving antidote previously unavailable in the region. American Medical Response (AMR), in partnership with the Delaware County Office of Emergency Services, has placed (CYANOKIT®) in AMR’s rapid response emergency medical service (EMS) vehicle. The medication is the only FDA-approved treatment for cyanide poisoning and is now available on 911 calls across the county. 

“Adding CYANOKIT to our response system means Delaware County residents have a treatment option that can save lives in very specific situations,” said William Beevers, operation manager for AMR in Oneonta. “This is a major step forward for fire and EMS response in our rural communities.” 

A Rare but Deadly Threat 

When modern household materials such as plastics burn, they can release cyanide gas. Victims of house fires are often thought to suffer only from carbon monoxide poisoning, but cyanide can be just as dangerous — and in severe cases, quickly fatal if untreated. 

Unlike urban cities with nearby trauma hospitals, Delaware County is remote and rural. The closest Level I trauma or burn centers are up to two hours away by ground. In that setting, early antidote access can mean the difference between survival and loss of life. 

What the Antidote Does 

Cyanide prevents the blood from carrying oxygen, suffocating the body from within. CYANOKIT, which contains hydroxocobalamin, binds cyanide molecules and restores the blood’s ability to transport oxygen. In many cases, it can reverse poisoning within minutes. 

Although rarely used, officials describe them as an insurance policy: seldom needed, but vital when called upon. 

“Our clinicians train for the worst-case scenarios because we know they happen,” said Beevers “With CYANOKIT on board, we can start treatment immediately if a victim of a fire is exposed to cyanide — and that can save a life before we ever reach a hospital.” 

A partnership that raises the bar 

The rollout is the latest example of a public-private partnership that has delivered high quality of care, expanded advanced life support and broader EMS coverage across Delaware County. 

“We are a rural county with long transport times, and that makes preparation all the more important,” said Stephen Hood, director of the Office of Emergency Services. “Partnering with AMR on this initiative means our community has access to advanced care that many larger areas still don’t have.”

CONVICTION IN CHILD SEXUAL ABUSE CASE

DELHI - Delaware County District Attorney Shawn J. Smith announced that Mark P. Archer, 40, of Sidney, New York pleaded guilty to 3 counts of Sexual Abuse in the First Degree, Class D Violent Felonies. Archer appeared before the Honorable Gary A. Rosa, Acting Delaware County Court Judge, on September 18, to enter his plea.

The defendant was previously indicted by a Grand Jury on 12 counts related to sexual abuse against minors on October 5, 2023. The indictment alleged that the defendant engaged in a course of sexual conduct against three victims who, at the time of the incident, were less than 13 years old. The conduct took place over a period of several years between 2013 and 2019. 

The case was scheduled for a two-week jury trial slated to begin on Monday September 22.  However, on Thursday September 17, 2025, the defendant appeared in Delaware County Court and pleaded guilty to 3 counts of Sexual Abuse in the First Degree, Class D Violent Felony Offenses. 

Prior to pleading guilty, the defendant admitted that during the winter of 2013, while in the Village of Sidney, he did subject a child to inappropriate sexual contact. 

The defendant also admitted that in April of 2016, while in the Village of Sidney, he did subject a second child to inappropriate sexual contact. 

The defendant also admitted that in the Summer of 2018, while in the Village of Sidney, he subjected a third child to inappropriate sexual contact. 

As part of the guilty plea, it was agreed that the defendant would be sentenced to 4.5 years of incarceration and 10 years of post-release supervision for the sexual contact that occurred in 2013.  It was further agreed that the defendant would be sentenced to 4.5 years of incarceration and 10 years of post-release supervision for the sexual contact with the child that occurred in 2016.  It was also agreed that the defendant would be sentenced to 4.5 years of incarceration and 10 years of post-release supervision for the sexual contact with the child that occurred in 2018.  These sentences will run consecutively, resulting in an aggregate sentence of 13.5 years in state prison and 30 years of post-release supervision. The defendant will also be required to register as a sex offender when he is released from state prison.   Additionally, the Court is expected to enter a full stay away order of protection prohibiting any contact with the victims.   

Assistant District Attorney Denise Kerrigan prosecuted the case on behalf of the Delaware County District Attorney’s Office. 

District Attorney Shawn Smith commended the thorough investigation conducted by the Sidney Police Department, and the tenacious efforts of Assistant District Attorney Denise Kerrigan. 

“I am grateful to our entire team that worked on this case including the Sidney Police Department, Safe Against Violence, Delaware County Child Protective Services, the Delaware County Attorney’s Office, and Assistant District Attorney Denise Kerrigan. This defendant remained at liberty, without being charged criminally, for nearly a decade after he had sexual contact with a child in the winter of 2013.  As a result of a thorough and comprehensive investigation, our team was able to secure this conviction which will finally hold the defendant accountable for the acts he committed so many years ago.  My office is dedicated to protecting children, and we will never stop fighting to hold defendants accountable. Every victim deserves justice.”

Davenport Will Put Sole Assessor Position on the November Ballot

DAVENPORT CENTER – Voters in the town of Davenport will be asked to decide if the town should move to an appointed assessor, rather than the elected three assessor board they have currently. Supervisor Tim Kelso said the lack of a candidate for the third assessor's seat has prompted the move and the remaining two assessors would become one appointed sole assessor and one appointed clerk.

It is a move almost every town in Delaware County has made, according to Kelso. Serving as a town assessor is one of those thankless jobs that requires a great deal of training to become certified, he said.

"Because no one stepped up to run for the open assessor seat, the town board decided to put it on the ballot and let the voters decide."

Proposal Number Two on the ballot asks: Shall a Local Law entitled "A Local Law to Reduce the number of Assessors in the Town of Davenport from Three Elected Assessors to one Appointed Assessor in the Town of Davenport, NY" be approved whereby the board of three elected assessors be abolished and one appointed assessor position created for initial term, if adopted, to take effect Jan. 1, 2026 to Sept. 30, 2026 and whereby a six year appointment term will commence on Oct. 1, 2026.

Also on the ballot in November are unopposed candidates for town supervisor, two town council seats and the highway superintendent, all currently held by incumbents.

Kelso said the town board has also held its first budget workshop and at this point, the tentative figures are falling within the allowable state tax cap. "So far, it looks as if we will stay under the cap," he said. Some items have been increased, such as the machinery and parts line in the highway budget. Insurance is also increasing and he said there is some contingency in case it's needed.

The town also recently received its reimbursement check for Comprehensive Highway Improvements Program funding in the amount of $387,000. The town has completed all its summer road repairs.

The town board also voted to move forward with the utility terrain vehicle (side-by-sides) use of town roadways. The town attorney is currently developing the criteria for a local law, researching the laws of other towns. It is expected to be presented at the town's October meeting, with a public hearing held in November.

Another issue is a less than one-acre parcel of land that was given to Habitat for Humanities to construct a home, but has been given back to the town. Board members decided to sell the property and will offer it to neighboring property owners first.

The Generac generator has arrived at the Davenport Town Hall and was purchased through a grant from the Delaware County Board of Elections. It has been installed and is operable. It will allow the town to hold an election if the power fails.

The town has re-applied to the O'Connor Foundation to purchase a Generac generator for the highway garage as well. It would allow the town crew to open the doorways when there is no power. Currently, they must use a frontend loader to open the doors when there is no power.

Signs have arrived for Highway Superintendent Fred Utter to install at the top and bottom of Rathbun Hill Road. It is a steep and winding roadway and vehicles go off in the winter, but the real problem is trucks being rerouted via Geopositioning Systems (GPS) to use the roadway as a shortcut in the winter. The signs are intended to discourage trucks using the roadway in the winter.

Three Teams Undefeated in League Play

DELAWARE LEAGUE – Margaretville, Hunter and  Charlotte Valley/Schenevus were all undefeated in league play at the beginning of the week.

Delhi blasted Gilboa/Roxbury 10-1 in a non-league game on Monday. Eliza Cook and Tyler Abts each scored a hat trick and each had an assist to lead the charge. Luciane Smith, Kelsea Small, Chloe Finn and Jaylynn Prisco added single goals to the win. For GCR, Quinnci Olmstead scored the lone goal.

Stamford/Jefferson shutout Gilbertsville/Mt. Upton in a non-league game under the lights at Archibald Field in Stamford on Monday. Abigail Villanueva scored a hat trick in the win and added an assist. Emily Snyder chipped in two goals and one assist and Emily Eklund had one goal and one assist.  Tierney Turner and Rose Bevilaqua also scored.

Rockland defeated Margaretville 4-1 in a non-league contest on Monday. Savannah Montiminy scored off an assist from Maria Colberg to put the Lady Blue Devils on the board.

Franklin defeated Charlotte Valley/Schenevus 2-1 on Monday in a non-league meeting. Shannon Kingsbury scored two goals for the Lady Purple Devils and  was helped by single goals from teammates Irene Cox, Ivana Svecharnik and Peyton Woodard all had assists. For CVS, Jordan Odell scored on a penalty kick.

Charlotte Valley/Schenevus picked up a 2-1 win over Windham in league action. Jordan Odell scored on a penalty kick and a miscue by WAJ added the insurance goal. Hannah Tuttle scored Windham's goal.

South Kortright/Andes handed Hunter-Tannersville a 6-0 league loss on Tuesday. Madysen Reeves scored a hat trick plus one assist to lead the charge, Nora Trimbell added a pair of goals and one assist and Lily Marigliano scored on goal and had an assist. Carlee Dropp and Annlyse Haynes also had assists in the win.

Franklin defeated Gilboa/Roxbury 6-1 in a non-league game on Tuesday. Shannon Kingsbury scored four goals and an assist to again lead the charge. Irene Cox added a goal and Ivana Svecharnik had one assist. For GCR, Quincci Olmstead scored the lone goal on an assist from Ava Poniros.  

In action Saturday, Charlotte Valley/Schenevus defeated Worcester 10 -1 to advance to the championship round of their own Chic Walshe Soccer Tournament.  Jordan Odell and Carleigh Reed each struck for a hat trick, with Brinlee Wright adding one goal and one assist. Schuyler Maynard, Addison Scott and Jaiden Wheeler added single goals. Rhianna Mace and Lexi Keator each had assists. The lone goal for Worcester came off the foot of Azaleah Lorette.

Milford shutout South Kortright/Andes 2-0 in the other girls opening round game to advance to play the host team in the championship game this Saturday. 

Last Thursday, CV/S shutout H-T 8-0 for a non-league win. Odell scored 2 goals and added 2 assists, Carleigh Reed also scored a pair of goals. Teammates Hayden Marino, Lexi Keator, Brinlee Wright and Sienna Landis contributed single goals, while Annie Gallagher had an assist.

Stamford/Jefferson picked up a 5-1 win over Windham in a league game last Thursday. Abigail Villanueva scored two goals. Emma Smith, Emily Eklund and Brooke Cole added single goals. Emily 

Snyder added an assist. For WAJ, Kiley Jordan scored their lone goal.

South Kortright/Andes defeated Gilboa/Roxbury 3-1 last Thursday. Nora Trimbell scored a pair of goals and Madysen Reeves added one. For GCR, Quincci Olmstead connected on the lone goal. v

H-T Holds Top Slot In League Play

DELAWARE LEAGUE – Gilboa/Roxbury and South Kortright/Andes played to a tie over the week. SK/A defeated H-T later in the week to narrow the teams with no league losses to those two tams. GCR remains undefeated on the season, while SK/A has one loss.

Unadilla Valley/Gilbertsville-Mt. Upton defeated host Stamford/Jefferson 4-3 in a non-league game under the lights at Archibald Field on Monday. Dalton Fernette did most of the damage with a hat trick and teammate Declan Potter chipped in another goal  to give UV/GMU the win. Tristen Thomas scored one goal and one assist for J/S while Cameron Tompkins and Charlie Miller added single goals. 

Cherry Valley Springfield defeated Margaretville 4-1 in a non-league pairing on Tuesday. Robert Sass scored the lone goal for the Blue Devils.

Gilboa/Roxbury defeated non-league Sidney 7-1 on Tuesday, Roni Grieco scored a hat trick plus two assists while Gavin Bohringer scored one goal and had two assists. Chris Cox, Game Allen and Aiden Ballard added single goals to the win. Cody Ciaravino added an assist.

South Kortright/Andes defeated Hunter-Tannersville 1-0 in Delaware League play on Tuesday. JB Trimbell scored the winning goal unassisted in the opening half. Parker Popp picked up his first shutout as he played in the goal position.

Windham defeated Charlotte Valley 1-0 in a league game on Tuesday Bryce Palumbo scored the lone goal on a penalty kick.

Windham shutout non-league Germantown 2-0 in the opening round of the annual Hunter-Tannersville Booster Club Tourney on Saturday. Jack Pellettier and Payton Dempsey each connected on a goal with Angel Martinez having an assist.

Delhi shutout Margaretville 6-0 in non-league play in Saturday's consolation round of the annual Nelson Tournament, hosted by Margaretville. Benny Schnabel scored a pair of goals and assisted on three others, while Brayden Eckert and Eli Ransford each scored single goals and added one assist each in the win. Cole Vredenburgh and Teddy Kelsh also scored goals.

Morris defeated Margaretville 9-3 in the opening round on Friday. Robert Sass scored all three of Margaretville's goals with assists from Anthony Maggio. Morris advanced to play SS Seward in the championship game on Saturday and take home the title.

Worcester shutout host Charlotte Valley 4-0 in the opening round of the annual Chic Walshe Tournament at CVCS on Saturday. Derek Land scored a pair of goals, while Connor Land and Donald Rundbal each added single goals. The second game was cancelled as Schenevus pulled out of the tournament. SKCS will play Worcester in the title game this Saturday.

In action last Thursday, Windham defeated Jefferson/Stamford 4-3 in a league pairing. WAJ scored three goals in the final 14 minutes to take the win. Bryce Polumbo struck for a pair of goals, while Owen and Jack Pelletier each scored single goals. Payton Dempsey contributed two assists in the win. For J/S,  Will Eklund scored one goal and assisted on the other two goals. Jake Mrozik and Caiden Tompkins scored the other two goals.

Hunter-Tannersville shutout Charlotte Valley 3-0 in a non-league meeting last Thursday. Blake Cameron scored a pair of goals and Grady Maul added a single goal for the win. Ian Gilmore had two assists and Rupert Conybeare added one assist.

South Kortright/Andes and Gilboa/Roxbury played to a 3-3 stalemate in league play last Thursday. The Rams came from behind to tie it. GCR owned a 3-0 lead as Chris Cox, Dominic Grieco and Gavin Bohringer all connected on single goals. Cox also added an assist along with Roni Grieco's two assists. Skylar MacIntrye scored two goals and JB Trimbell added one goal and one assist for SK/A.

Stamford Begins Budget Work

HOBART    – With two board members missing, members of the Stamford Town Board held a light agenda before again moving into an executive session to discuss union negotiations. 

Mowing of town roadways has been completed for the season and crews have been ditching roads and helping other towns finish their chip sealing projects. Kevin Rinehart, deputy highway superintendent, said he needed  to know if they would be purchasing sand or beads for winter road maintenance. It was decided to do a mixture and the cost will be $13/ton for beads and $12.95/ton for sand. He said the cost to run to Carver Stone in  Schoharie for the material is a little more expensive. He was also asked to check on the delivered price.

Supervisor John Kosier said work will begin on the budget this week. The town has managed to stay under the state's allowable tax cap for the past couple of years. He expected to learn what the new tax cap will be on the day following the meeting.

They then went into executive session to discuss the union contract.

Delaware Academy Homecoming Parade To Take Place On Saturday with New Time, New Route

DELHI –  Delaware Academy CSD at Delhi is celebrating Homecoming this weekend, beginning with 2 varsity games on the new Dave Kelly Field Friday night and a parade on Saturday. 


The Homecoming Parade will take place on Saturday at a later time than originally scheduled; the event now kicks off at 3:00 pm. The parade will also follow a new route, forming in front of the high school building, going down Kingston Street, turning onto Elm Street all the way to Main Street; up Main Street to Kingston, then back up Kingston Street to finish at the school, where the teams will be introduced at Dave Kelly Field. The public is welcome to attend the parade and festivities at the field on Saturday, as well as the girl’s varsity soccer game against Unadilla Valley CSD (4:00 pm Friday, Dave Kelly Field) and varsity football game vs. Walton CSD (7:00 pm Friday, Dave Kelly Field).

HARPERSFIELD TOWN COURT CONVICTION IN DWAI CASE

HARPERSFIELD – District Attorney Shawn J. Smith announced today that Irvin Peel, 39, of Stamford pleaded guilty in the Town of Harpersfield Court on September 15, to one count of Driving While Ability Impaired by Drugs, an Unclassified Misdemeanor, and was sentenced to a one-year conditional discharge.  As part of his sentence, he is also required to attend a Victim Impact Panel, and his license will be revoked for at least six months. The defendant was also ordered to enroll in and successfully complete the Impaired Driver’s Program.

On March 18, 2025, Deputy Lucas Elmore of the Delaware County Sheriff’s Office pulled over a vehicle with no taillights or license plate lights in the Village of Stamford.  After smelling a strong odor of marijuana, Standardized Field Sobriety Tests were administered on the driver, identified as Irvin Peel, and these tests showed clues for impairment.  Peel admitted to the Deputy to having smoked marijuana approximately half an hour prior to being pulled over.

District Attorney Smith commended the work of Deputy Elmore, Sergeant Eric Alexander and Deputy Justin Mohr, a Drug Recognition Expert, on this case. “It is illegal to operate a motor vehicle while under the influence of marijuana.  Impaired drivers have caused numerous fatal crashes in our county.  I am grateful for the work our Sheriff’s office does in detecting and removing these dangerous drivers from our roads.”

East Meredith Man Arrested for Alleged Menacing

MEREDITH — Sheriff Craig S. DuMond announced that an East Meredith resident is facing two counts of Menacing in the second degree following an investigation into a complaint filed by two NYSEG Utility workers. 

On the evening of September 17th, 2025, NYSEG Utility workers were attempting to make electrical repairs at an address on Turnpike Road in the Town of Meredith. It was reported that prior to beginning work, they were allegedly confronted by Dylan M. Bassani, 43 years old, of East Meredith.  During the confrontation it is alleged that Bassani displayed a shotgun in attempt to intimidate the workers.

On September 18th, 2025, the complainants filed their complaint with the Sheriff’s Office and Deputies began the investigation.    

On September 19th, 2025, Sheriff’s Deputies applied for and were granted an Extreme Risk Protection Order through Delaware County Supreme Court.

On September 20th, 2025, Bassani was located and arrested at his residence and the firearm allegedly used in the incident was recovered.

Bassani was transported to the Delaware County Sheriff’s Office for arrest processing and was later released on an appearance ticket. He is directed to appear before the Town of Meredith Court at a later date, to answer the charges.

Kortright Woman Arrested for Alleged Suspended Registration

DAVENPORT — Sheriff Craig S. DuMond announced the arrest of a Town of Kortright resident following a traffic stop in the Town of Davenport.

On the afternoon of September 16th, a Sheriff’s Deputy was on patrol in the Town of Davenport when the Deputy’s license plate reader on the patrol vehicle alerted to a suspended registration on a vehicle that passed the Deputy.  A traffic stop was conducted on the vehicle, and the driver was identified as 20-year-old female, Alexis K. McNamara, of Kortright.  Upon conducting a DMV check of the vehicle and McNamara’s driver’s license, it was found that both the vehicle and McNamara’s driving privileges in New York State were suspended for an Insurance Lapse and Failing to Answer a Summons in the Town of Oneonta, Otsego County.  

McNamara was subsequently arrested and charged with Operating a Motor Vehicle while Registration is Suspended and Aggravated Unlicensed Operator of a Motor Vehicle in the Third Degree, both unclassified misdemeanors of the New York State Vehicle and Traffic Law. McNamara was issued a traffic summons for Unlicensed Operator, a violation of the New York State Vehicle and Traffic Law.

McNamara was released on an appearance ticket and the traffic summonses and was directed to appear before the Town of Davenport Court at a later date to answer the charges.

Andes Woman Arrested for Alleged DWI after Accident

BOVINA — Sheriff Craig S. DuMond announced the arrest of an Andes resident for driving while intoxicated following a motor vehicle accident. 

On Thursday morning, September 18th, Sheriff’s Deputies responded to a one car motor vehicle accident on County Highway 6 near the intersection with County Highway 5 in Bovina Center. Deputies arrived on scene and observed that the vehicle had gone off the side of the road and came to rest overturned on a resident’s property. Deputies made contact with the driver, identified as 39-year-old Ashley O'Malley of Andes, NY, who appeared to be in an intoxicated state.

Upon completion of the investigation, Sheriff’s Deputies arrested and charged O'Malley with Aggravated Driving While Intoxicated (with a BAC of 0.18% or more) and Driving While Intoxicated, both unclassified misdemeanors, of the New York State Vehicle and Traffic Law. O'Malley was also issued traffic summonses for Moving from Lane Unsafely and Speed not Reasonable and Prudent, both violations of the New York State Vehicle and Traffic Law. 

O'Malley was released on appearance tickets and traffic summonses, directing her to return to the Bovina Town Court at a later date.
