At 7:04 pm, Cobleskill Police arrested Brian Zanghi, age 43, of Summit for Aggravated Unlicensed Operation 3rd, and 1 other V+T violation. He was arraigned and released after posting $150.00 cash bail. He is to return to Cobleskill Town Court on April 28th, 2015 at 5:00 pm.

Police Bike Patrols Returning to Cobleskill

Members of the Cobleskill Police Department are about to become more interactive and visible in the county's largest municipality this summer, where officers will trade squad cars for bicycles in a patrol not seen in almost twenty years.

Instituted for only a few years in the mid-nineties before going into a two decade hiatus, Cobleskill Police Chief Rich Bialkowski stated in a recent sit-down interview that he believed it was time to bring the bike patrol back. 

"I always thought it was a good thing because they [police officers] are more interactive," stated Chief Bialkowski. The police head further commented that utilizing bicycles, "Allows us to patrol in ways you can't in a car."

Set to be put in service when the weather breaks, the department will be using two bikes to perform patrols in the community of over four thousand over the summer months. The bikes will be sporting logos designed by John Stiles.

The only department slated to use bike patrols in the county, Cobleskill Police are in good company with campus police at nearby SUNY Cobleskill, who maintain the only mounted patrol in the 64-campus state university system.

In addition to being an asset to allow officers to reach places that squad cars are not able to, Chief Bialkowski expects the new patrols to be used in patrolling parades and reaching out to youth through bike safety programs.

Summarizing his thoughts on the initiative, the chief stated that he believes it will be a "very positive thing for us."

Coby Police to Utilize Body-Worn Cameras

Chief of Police Rich Bialkowski announces that the Cobleskill Police Department is currently using body-worn cameras in its daily operations and interactions with the public.
“We saw the need, and the benefit, of having officers equipped with body-worn cameras in early 2014. Prior to the widely-publicized events that occurred in Ferguson, Missouri and New York City last year, we began exploring camera options and funding sources. We were able to obtain several body-worn cameras and began testing them over the summer on a limited basis in different scenarios and under various circumstances. Once we tested them, we were convinced that they would be a great benefit to the department,” said Chief Bialkowski.
Once the evaluation and testing period was completed, the department then obtained enough body-worn cameras to equip every patrol officer and patrol supervisor, as well as our investigator. In November 2014, all officers received training in the use of the body-worn cameras and they were put into full service. Currently, most of an officer’s daily interactions with the public are recorded, including arrests, investigations, accidents, searches, and traffic stops to name a few. The body-worn cameras are a supplement to the department’s in-car mobile recording systems, which officers will also continue to use.
The body-worn cameras are capable of taking audio and video recordings, as well as still images. They can record in light or dark situations. The body-worn cameras were obtained at no cost to the Village by use of STOP DWI funds as well as drug seizure funds.
The reasons for the use of the body-worn cameras are simple. They offer increased evidence collection and documentation capabilities during arrests, searches, incidents, and investigations. They offer transparency and accountability on department operations and officer interactions with the public. They safeguard the department and its officers against false complaints of misconduct. They may also be used as an aid to evaluate officers’ actions when complaints do arise, and they will also be used as a training tool.
“As a department, the use of technology to aid in our mission of delivering professional law enforcement services in a cost-effective manner is something that we will continue to explore and utilize to the best of our ability in order to most benefit our community. My hope is that using the body-worn cameras will assist in enhancing public trust and confidence in what we do,” said Chief Bialkowski.

Coby Police Arrest Two for Sale of Heroin

The Cobleskill Police Department has announced that, in conjunction with the New York State Police Community Narcotics Enforcement Team (CNET), they have arrested two adults for the alleged sale of heroin in the Village of Cobleskill. 


At approximately 4:35 pm on Tuesday July 1st, Cobleskil Police arrested and charged twenty-year old Leland W. Pitt and twenty-five year old Jeana I. Motler, both of Seward, with 1 count of Criminal Sale of a Controlled Substance in the Third Degree, a class B Felony. 

During an on-going joint investigation, it was learned that the suspects were allegedly involved in the sale and possession of heroin. The information was developed and led to a purchase of the drug being made from Pitt and Motler during a joint "buy/bust" operation with CNET. 

Both suspects were arraigned in the Town of Cobleskill Court and remanded to the Schoharie County Correctional Facility on $25,000.00 cash bail or $75,000.00 bond. Both are to return to Town of Cobleskill Court on July 7th at 11:00 am for further action.

This is the latest in a series of drug related arrests made by the Cobleskill Police and CNET team, most of which have involved the criminal sale and possession of heroin and other illegal narcotics.

Bialkowski Acting Police Chief in Cobleskill

Following the retirement of Cobleskill Police Chief Larry Travis on Friday afternoon, who had served in that capacity for the past four years, Sgt. Rich Bialkowski assumed the responsibilities of the department as Acting Police Chief. 

The department has made headlines in recent weeks as it has announced a successful string of drug sale related arrests involving heroin and marijuana in the community. The arrests were made after purchasing illegal substances from the suspects over a three week period in May.

Bialkowski is considered to be the logical choice to succeed Travis by local law enforcement officials, due to his already prominent stature in the department and his years of service in the field; as much has already been said by village officials.

However, due to the civil service requirements of the appointed position, any replacement must first take a civil service police chief exam, which according to Cobleskill Mayor Linda Holmes, may not be available into spring 2015 at the earliest.

Mayor Holmes did confirm to the Schoharie News that Bialkowski will be scheduled for the exam.
