Statement: Tague Opposes Health Worker Vaccine Mandate

Assemblyman Chris Tague (R,C,I-Schoharie) has joined his Assembly Republican colleagues in a letter to Gov. Hochul and Health Commissioner Howard Zucker demanding that they rescind the decision to mandate that healthcare workers get vaccinated by September 27. In the letter they argue that with 20-25% of healthcare workers still unvaccinated, a vaccination mandate will cause a shortage of staff within hospitals and health centers if workers who do not wish to be vaccinated are fired or forced to resign. Rather than forcing a mandate on hospital workers, Tague believes a comprehensive solution involving improving access to PPE and weekly testing for the unvaccinated would be better for public health, while preserving the ability of healthcare workers to make decisions about their wellness.

 

Concerns were also raised regarding the implementation of such a mandate for workers who do not come into close proximity with patients such as coders and transcriptionists, as well as for individuals working in hospitals who have a legitimate medical exemption precluding them from receiving the vaccine.

 

“If we think things have gotten bad with the rise of the delta variant, we’re really in for it if the governor allows us to lose nearly a quarter of our healthcare workers overnight,” said Tague. “I’ve been vaccinated and encourage anyone to get it, but forcing people to take a vaccine they don’t want for any reason, whether it be personal or religious, is not the way to improve vaccination rates, and will only make people more hesitant to trust it. We can preserve the safety of patients with frequent testing of unvaccinated people and improved access to high-quality PPE, such as N95 masks, but implementing a mandate that will drastically reduce our pool of healthcare workers will only hurt patients and our ability to save their lives.”

Highlights of the Past Month

Extraordinary Legislative Session 

Governor Hochul has promised that transparency will be the hallmark of her administration. Hochul called the legislature into a special session to deal with evictions and added legislation regarding the Open Meetings Law. Legislators and the public were not provided copies of either bill until the special session was under way. We objected to the process used and the fact that the legislation passed which allows for remote meetings by public bodies was lacking several items such as:

- Allowing for hybrid meetings, a combination of in person and remote;
- Mandating that public comments be taken in person and remotely during meetings;
- Mandating that meeting recordings be posted online afterwards;

Buffalo Bills Stadium Transparency

The Pegula's as billionaire owners of the Buffalo Bills have conducted a study to determine the cost of building a new stadium. The study has been shared with government officials but has not been released to the public. As taxpayers are being asked to contribute several hundred million dollars towards the cost of a new stadium, the public should be able to see the Pegula study. Gov. Hochul and Erie County Executive Mark Poloncarz are not advocating for releasing the study, which they should. We sent an email to every member of the Erie County Legislature who will vote on a financing agreement asking them if they support releasing the study and if they support a process where the public can be heard prior to any vote. Not one legislator has responded in support of releasing the study and for engaging the public! It should not be hard to take a stand for transparency but apparently it is.

DO Announces Health & Safety Policies for Legendary Wailers Concert 10/15

To help ensure the health and safety of ticketholders, performers, and event staff, the Board of Directors of Destination Oneonta has adopted COVID-19 protocols for its concert on October 15, 2021 featuring The Legendary Wailers at Foothills Performing Arts & Civic Center in Oneonta, NY.

“Our goal is to gather our community as safely as possible for a wonderful night of music,” explained DO Director of Membership and Events Katrina Van Zandt. “Given the rise of the Delta variant in our community, we feel these measures are necessary to protect all our guests during the concert so we can all have a great time.”

Proof of full vaccination (at least two weeks since a final shot) is required for entry. Paper, digital apps, and photographs of valid documents will be accepted at the door. 

OR a guest may provide proof of a negative PCR test taken within 48 hours of the concert 

AND all guests and staff will be required to wear a face covering while inside Foothills PAC unless actively eating or drinking.

Ryan McCann, assistant professor of Math and Science at Columbia-Greene Community College, has been tapped by ValuePenguin and its parent company LendingTree® to serve as an expert in automotive insurance.

McCann has taught at C-GCC since 2015, and previously served as an instructor with the Bard Prison Initiative and as a financial representative with Northwestern Mutual. He’s a graduate of Boston College and of Bard College, from which he holds a master’s degree in Teaching in Mathematics.

Hanford Mills is open for tours, but Antique Engine Jamboree is canceled

We were so looking forward to having the grounds of Hanford Mills filled with the whirring, rumbling, and humming of the Dan Rion Memorial Antique Engine Jamboree on September 11. However, due to high community transmission rates of Covid-19 and the difficulty of ensuring social distancing, we made the hard decision to cancel the Jamboree. We are very grateful to the many exhibitors and collectors who had signed up to come to the Jamboree, and hope to share some of their stories on our website and social media. We know it's not a replacement, but it is something to tide us over until we can gather safely again. 

Open for Tours--including Labor Day
Hanford Mills continues to be open for guided tours at 10 am, 11 am, 12 pm, 1 pm, 2 pm and 3 pm on Wednesday through Sundays, as well as Labor Day and Columbus Day. Come experience the ingenuity of the past at our historic water-powered mill.

The Farmers’ Museum’s Month-Long Celebration of Autumn Event Stands-In for Harvest Festival This Fall

COOPERSTOWN, N.Y. — The Farmers’ Museum’s month-long event, Celebration of Autumn, takes the place of Harvest Festival this fall. Harvest Festival will return in 2022. Celebration of Autumn incorporates many of the cherished elements of Harvest Festival and spreads it out over four-weeks, September 18-October 11. Visitors of all ages will find fun in the museum’s Country Village and Farmstead–experiencing what it was like to live in upstate New York in the mid-1800s. Hear the knowledgeable interpreters tell the story as you make your way through the museum’s bygone setting. See the grounds decorated for the season with cornstalks, pumpkins, and hay bales. Take horse drawn wagon rides through the Country Village on Tuesdays, Thursdays, and Saturdays from 1:00-3:00 p.m. (weather permitting). There’s also a hay bale maze and a corn maze for kids, a scarecrow contest, and The Empire State Carousel.

 

Each day, visitors will find demonstrations reflecting 19th-century trades. Interact with our printer, pharmacist, and broom maker. In the open air of the Country Village, the blacksmith shows off his talents outside the many historic buildings. At the Lippitt Farmstead, see the friendly farm animals in the Children’s Barnyard and farming demonstrations out in the fields. Learn how we smoke hams in our Smoke House. Children will enjoy additional agricultural activities that include corn shelling and grinding, and apple pressing. The museum’s new calf, Ginger, will parade around the village at various times throughout the day. 

 

See the famous Cardiff Giant in the Main Barn and then check out our exhibit, Brew: New York’s Craft Beer Revival. Central New York’s breweries and beer experts share their stories and process. This vibrant and engaging exhibition features objects, images, and text highlighting the history of New York State brewing, hops, and barley up to the present day.

Bond ran his first meet in 22 months on Friday in a dual meet versus #9 Southern Maine in Gorham, Maine. He finished second in the race and first for the team as he set a new school record 16:22 in a 5k race, a whopping 28 seconds faster than the previous school record.

Eamonn Sullivan, SUNY Cobleskill
First Year / Wappingers Falls, New York

The SUNY Cobleskill men's cross-country team opened the 2021 season on Saturday, posting a team score of 24 points to better a field of nine teams at the 2021 SUNY Poly Short Course Invitational. First-year Eamonn Sullivan captured the individual title and bested the 65-runner field by covering the 6000-meter course in an impressive time of 19:02 for his first intercollegiate victory.

Salcedo was the Broncos' top finisher at two competitive meets in the opening week of the 2021 season. She finished second overall with a time of 17:31.80 to lead the squad to victory at the 4K Dick Daymont Season Opener at Hartwick. Then on Saturday, the senior placed 13th overall in another 4K (17:00.3) at the very fast Frank Dillon Memorial Invitational at LeMoyne College. 

Rookie of the Week

Kristina Messler, SUNY Delhi
First-year / Rock Tavern, New York

Messler finished fourth overall on Wednesday at the 4K Dick Daymont Season Opener at Hartwick. She was the third finisher for Delhi, helping the team capture the win, with a time of 18:25.34. She was the third Broncos' finisher again on Saturday (15th overall) with a 4K time of 17:09.9.

From the Sheriff's Desk: September 11th

As we approach the 20th anniversary of the September 11th terror attacks on our country, I would like to take this opportunity and ask you to remember and reflect on that somber day.  Remember the horror.  Remember the heroism.  Remember the way it stunned and united the nation.  

For those too young or not yet born, the events of that day maybe be difficult to comprehend. But they must be.

The world will never forget the innocent victims and the brave heroes who rushed headlong into an unknown fate.  The world will never forget the survivors, the devastated families and the grieving friends left behind.

More than 3,000 people died or remain missing following the attacks. They came from more than 80 different nations, from many different races and religions.
343 firefighters and paramedics perished at the World Trade Center (WTC).
23 police officers and 37 Port Authority police officers died at WTC.
2,000 children lost a parent, of them 146 children lost a parent in the Pentagon attacks.
One business alone lost more than 700 employees, leaving at least 50 pregnant widows.

It didn’t matter to the first responders where the victims of these attacks came from.  They charged forward with the noble goal of evacuating everyone.  Countless lives were saved thanks to the unwavering courage and honor of first responders.  

In the years following September 11th, many more first responders would perish as a result of disease and sickness associated with toxins exposed at the attack sites.  These valiant and heroic rescue efforts resulted in a very painful price.  

Every one of the victims who died was the most important person on earth to somebody.  We must never forget that.

The country became united that day.  The unity of our nation on that day is still a vivid memory for me.    

In closing, I ask you to take some time and educate our youth on the events of that day.  Tell them about the sacrifices.  Tell them about the innocent lives lost.  Tell them about the togetherness we all experienced in the days, weeks and months that followed.  Tell them we can unite as a Country for the good of all Americans.  To me, that is the most important reflection of September 11th.  

May God Bless the victims, the first responders and every American as we remember this solemn day.

Featuring Hawk ID Workshop, Live Raptors, Trail Hike and Special Activities for Children

On Saturday, October 2 from 10 AM to 2 PM, the Delaware-Otsego Audubon Society will host an open house at the DOAS Sanctuary and Hawkwatch on Grange Hall Spur Road, Oneonta. The event is free and open to the public. Refreshments will be available throughout the day.

PLEASE NOTE: Masks are not required for outdoor activities when distancing is possible, however they are required if people are in closer proximity (portions of the trail hike, in-the-barn sales, etc.).

Thousands of raptors of 15 species are counted each fall as they concentrate along the ridges overlooking Oneonta during their migration south for the winter months. The Delaware-Otsego Audubon Society has operated the Franklin Mountain Hawkwatch to survey hawks and eagles migrating past their wildlife sanctuary in the Town of Davenport for over 25 years. Volunteers count hawks, eagles and vultures passing the site on most days from late August through December. The site is noted for its flights of Golden Eagles and Red-tailed Hawks. In some years, over 200 Golden Eagles and more than 2000 Red-tailed Hawks have been recorded passing the site on their way south. The best flights generally occur on days with north or northwest winds, usually following cold fronts.

Open House Schedule

At 10:00am, one of the Franklin Mountain hawk counters will conduct a workshop on how to identify flying hawks followed at 11:00am with a trail walk through the Sanctuary which will end at the Hawkwatch. During the Trail Walk portion of the event, at ~11am, new DOAS Board Director, Rob Katz will lead children’s activities in the field area near the Sanctuary Barn. At 12:30pm, Wildlife Rehabilitator, Missy Runyan from the Friends of the Feathered and Furry Wildlife Center will feature live raptors.

All attendees are encouraged to learn about the programs and opportunities offered throughout the year by Delaware-Otsego Audubon Society.

FOR EVENT CALENDARS: Audubon Hawkwatch Open House in Oneonta will be held on Saturday, October 2 from 10 AM to 2 PM, presented by the Delaware-Otsego Audubon Society.  The event takes place at the DOAS Sanctuary on Grange Hall Spur Road, Oneonta. The event is free and open to the public. Refreshments will be available throughout the day.

Piano Concert Sept 19th

On Sunday, September 19, at 3PM, Friends of Music of Stamford NY presents pianist David Fung. The Steinway artist will perform his “Tributes” program, exploring works of homage and devotion by J.S Bach, Samuel Coleridge-Taylor, Florence Price, Reena Esmail, and Frederic Chopin. In reflection of current events, this program is dedicated to the unseen and unheard, and to all those affected by the pandemic.

David Fung is widely recognized for interpretations that are elegant and refined, yet intensely poetic and uncommonly expressive. Declared a Rising Star in BBC Music Magazine, Mr. Fung regularly appears with the world’s premier ensembles including the Cleveland Orchestra, the Detroit Symphony, the Israel Philharmonic, the Los Angeles Philharmonic, the National Orchestra of Belgium, the San Diego Symphony, and the San Francisco Symphony, as well as the major orchestras in his native country of Australia, including the Melbourne Symphony, the Queensland Symphony, and the Sydney Symphony. An incisive interpreter of Mozart and Bach, Mr. Fung has collaborated with the Israel, Los Angeles, Melbourne, Orpheus, and Saint Paul Chamber Orchestras, and the Orchestra of St. Luke’s.

In the 2020-21 season, Mr. Fung made his Los Angeles Philharmonic debut alongside Yuja Wang and conductor Gustavo Dudamel in the Sound/Stage series at the Hollywood Bowl, returned to Caramoor for performances with both bass-baritone Dashon Burton and the Verona Quartet, and play-directed Bach with the Orchestra of St. Luke's. This followed an eventful 2019-20 season, which included a debut with the Detroit Symphony for its opening concerts celebrating the Orchestra Hall Centennial, performances at Town Hall Seattle and Eastman Presents, a collaboration with the Brentano Quartet at Yale University and Carnegie Hall, and headlining the 2020 WQXR Pride Celebrations in New York City. Highlights for the 2021-22 season include appearances with the Charleston, Niagara, and Racine Symphony Orchestras, performances with the Las Vegas Philharmonic together with Tessa Lark and Joshua Roman, a special project with Nico Muhly at Saint Thomas Church Fifth Avenue in New York City, and debuts at the Grand Canyon Music Festival and Tucson Winter Chamber Music Festival, where he reunites with the Dover Quartet.

Mr. Fung’s highly acclaimed debut with the Cleveland Orchestra at the Blossom Music Festival was “everything you could wish for” (Cleveland Classical), and he was further praised as an “agile and alert interpreter of Mozart’s crystalline note-spinning” (The Plain Dealer). In the following week, he performed Rachmaninoff’s Rhapsody on a Theme of Paganini at the Beijing National Stadium for their Olympic Summer Festival. Festival highlights include performances at the Aspen Music Festival, Blossom Music Festival, Brussels Piano Festival, Caramoor, Edinburgh International Festival, Hong Kong Arts Festival, the Ravinia Festival, Tippet Rise, and Yeosu International Music Festival.  At his Edinburgh International Festival debut, the Edinburgh Guide described Mr. Fung as being “impossibly virtuosic, prodigiously talented... and who probably does ten more impossible things daily before breakfast.” In recent seasons, he has been presented in recital by Washington Performing Arts at the Kennedy Center, Lincoln Center’s Great Performers, the Louvre Museum, the Palais des Beaux-Arts in Brussels, the National Concert Hall in Taiwan, Seoul Art Center, and the Zürich Tonhalle.

Mr. Fung garnered international attention as laureate of the Queen Elisabeth International Music Competition in Brussels and the Arthur Rubinstein Piano International Masters Competition in Tel Aviv.  In Tel Aviv, he was further distinguished by the Chamber Music and Mozart Prizes, awarded in areas in which Mr. Fung has a passionate interest. Mr. Fung is the first piano graduate of the Colburn Conservatory in Los Angeles and is a Steinway Artist.

Troop C members arrest 40 impaired drivers in August

State Police in Troop C removed 40 impaired drivers from local roadways in the month of August.  Troop C encompasses Broome, Chenango, Cortland, Delaware, Otsego, Tioga and Tompkins Counties. 

On August 1, 2021 at approximately 1:28 a.m., New York State Police at Richfield Springs arrested Morgan M. Coleman, age 30 of Otego, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of a Controlled Substance in the seventh degree. Troopers were dispatched to a one-car rollover on County Route 19 in the town of Plainfield.  While interviewing Coleman about what happened, a trooper identified several characteristics associated with impairment.  Coleman was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Troopers also located suspected drugs in her possession.  Coleman was arrested.  She was issued appearance tickets to the Plainfield Town Court on August 25, 2021.
On August 1, 2021 at approximately 2:29 a.m., New York State Police at Sidney arrested Barry R. Butler, age 31 of Long Beach, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a man leaving the KOA Campground and possibly intoxicated.  Troopers saw a vehicle that was off the shoulder of the roadway.  Then saw the vehicle strike a on County Road 44 while in reverse then pull into the path of the troop vehicle.  A traffic stop was initiated.  Troopers observed characteristics commonly associated with impairment.  After an investigation, Butler was arrested. He was processed and arraigned.  Butler was released on his own recognizance and order to reappear in the Sidney Town Court on August 12, 2021.

On August 1, 2021 at approximately 5:10 p.m., New York State Police at Stamford arrested Scott B. Keville, age 36 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle speeding and other vehicle and traffic infractions while on Interstate 88 and initiated a traffic stop.  While interviewing the Keville, the trooper observed impairment.  Keville was asked to submit to Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Oneonta for processing where his reportable B.A.C was .15%.  Keville was released on appearance tickets to the Otego Town Court on August 19, 2021.

On August 1, 2021 at approximately 5:47 p.m., New York State Police at Margaretville arrested Zachariah J. Hendrix, age 37 of Margaretville, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to a report of a vehicle that struck a bridge on State Highway 30 in Middletown.  Hendrix declined a medical evaluation.  Troopers requested Hendrix submit to Standardized Field Sobriety Tests, which indicated impairment.  Hendrix was arrested and transported to SP Margaretville where his reportable B.A.C was .20%.  Hendrix was issued appearance tickets to the Middletown Town Court on August 26, 2021. 

On August 2, 2021 at approximately 11:57 p.m., New York State Police at Deposit arrested Johnathan T. Nabinger, age 31 of Windsor, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper on Oak Street in Deposit saw a vehicle cross the solid double yellow line and initiated a traffic stop.  He interviewed Nabinger, who the trooper observed to be intoxicated.  Nabinger was asked to submit to Standardized Field Sobriety Tests, which indicated impairment.  Nabinger was arrested and transported to SP Deposit where his reportable B.A.C was .20%.  He was issued appearance tickets to the Deposit Town Court on September 20, 2021 and released to a sober third party.

On August 3, 2021 at approximately 10:48 p.m., New York State Police at Binghamton arrested Gerald A. Newman, age 60 of Windsor, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle fail to stop at a stop sign at the intersection of Frances Street and the State Route 17 extension road and initiated a traffic stop.  While interviewing Newman, the trooper observed characteristics commonly associated with impairment.  After an investigation, Newman was arrested.  He was processed at SP Binghamton and issued appearance tickets to the Kirkwood Town Court on August 24, 2021.

On August 6, 2021 at approximately 12:06 a.m., New York State Police at Homer arrested Jesse M. Anderson-Woodman, age 29 of Cortland, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop on State Route 281 in Homer after observing a vehicle failing to maintain its lane.  While interviewing Anderson-Woodman troopers observed impairment.  Anderson-Woodman was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Homer for processing where his reportable B.A.C was .15%.  Anderson-Woodman was released on appearance tickets to the Homer Town Court on September 7, 2021 then turned over to a sober third party. 

On August 6, 2021 at approximately 2:56 a.m. New York State Police at Sidney arrested Michael Ruling, age 21 of Sidney, NY for the misdemeanor of Driving While Intoxicated.  A trooper near Access Road and River Road (County Road 23) observed a vehicle make a vehicle and traffic infraction and initiated a traffic stop.  While interviewing Ruling, the trooper observed characteristics commonly associated with impairment.  Ruling was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Sidney where his reportable B.A.C was .13%.  Ruling was issued appearance tickets to the Sidney Town Court on September 9, 2021 and released to a sober third party.

On August 6, 2021 at approximately 6:08 p.m., New York State Police at Richfield Springs arrested Zakk T. Zuranski, age 26 of Utica, NY misdemeanor of Driving While Intoxicated.  A trooper observing traffic on Main Street in the village of Richfield Springs saw a vehicle speeding and initiated a traffic stop.  While interviewing Zuranski, the trooper smelled an odor of an alcoholic beverage.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment and was arrested.  Zuranski was transported to SP Richfield Springs where his reportable B.A.C was .16%.   He was issued appearance tickets to the Richfield Springs Village Court on September 21, 2021 then released to a sober third party.

On August 6, 2021 at approximately 10:20 p.m. New York State Police at Richfield Springs arrested Adam D. Morse, age 30 of Illion, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle make vehicle and traffic infractions while on Truax Road in the town of Winfield.  A traffic stop was initiated.  While interviewing Morse, the trooper smelled and odor of an alcoholic beverage and observed other characteristics associated with impairment.  Morse was asked to perform Standardized Field Sobriety Tests, which indicated impairment and he was arrested.  He was transported to SP Richfield Springs, where his reportable B.A.C was .14%.  Morse was released on appearance tickets to the Winfield Town Court on September 8, 2021 then turned over to a sober third party. 

On August 8, 2021 at approximately 12:50 a.m., New York State Police at Endwell arrested Jarrell X. Austin, age 27 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers on patrol observed a vehicle speeding and other vehicle and traffic infractions while on East Main Street in the village of Endicott.  Troopers interviewed Austin after a traffic stop was initiated on Cleveland Avenue.  They smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests which indicated impairment.  Austin was arrested and transported to SP Endwell where he was proceed then released on appearance tickets to the Endicott Village Court on September 1, 2021.

On August 9, 2021 at approximately 4:41 p.m., New York State Police at Binghamton arrested Stephen T. Menta, age 45 of Lisle, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper on State Route 11 in the town of Triangle saw a vehicle with a vehicle and traffic infractions.  A traffic stop was initiated.  The trooper observed characteristics commonly associated with impairment.  Menta was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton, where his reportable B.A.C was .22%.  Menta was processed then released on appearance tickets to the Triangle Town Court on September 6, 2021. 

On August 10, 2021 at approximately 12:29 a.m., New York State Police at Sidney arrested Jenni A. Austin, age 55 of Harpursville, NY for the misdemeanor of Driving While Intoxicated.  Troopers were investigating another incident on Pearl Street Extension in the town of Bainbridge when Austin pulled up to the area in a vehicle.  Troopers observed signs of impairment and asked Austin to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Sidney where her reportable B.A.C was .14%.  Austin was later released on appearance tickets to the Bainbridge Town Court on September 20, 2021.

On August 10, 2021 at approximately 10:46 p.m., New York State Police at Ithaca arrested Catalin I. Machidon, age 24 of Ithaca, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper on State Route 13 observed a vehicle being driven erratically and initiated a traffic stop.  While interviewing Machidon, the trooper observed characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Machidon was arrested and transported to SP Ithaca for processing.  He was released on appearance tickets to the Dryden Town Court on September 6, 2021.

On August 11, 2021 at approximately 3:39 p.m., New York State Police at Oneonta arrested Michael P. Henry, age 55 of Sharon, MA for the misdemeanor of Driving While Impaired by Drugs.  Troopers on another traffic stop observed a vehicle fail to Move Over.  They then conducted a traffic stop.  While interviewing the driver, the troopers observed characteristics indicative of impairment.  Henry was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Henry was arrested and transported to SP Oneonta for processing.  He was later released on appearance tickets to the Otego Town Court on August 26, 2021.

On August 11, 2021 at approximately 10:21 p.m., New York State Police at Binghamton arrested Jeffrey J. Angevine, age 53 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated.  A trooper saw a vehicle on Upper Court Street in the town of Kirkwood fail to maintain a lane.  A traffic stop was initiated on State Route 11.  While interviewing Angevine, the trooper observed characteristics commonly associated with alcohol impairment.  Angevine was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton where his reportable B.A.C was .10%.  Angevine was issued appearance tickets to the Kirkwood Town Court on September 1, 2021 then turned over to a sober third party.   

On August 12, 2021 at approximately 12:28 p.m., New York State Police at Whitney Point arrested Michael J. Kapral, age 68 of Whitney Point, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle on State Route 79 in the town of Barker failing to maintain a lane.  A traffic stop was initiated and while interviewing Kapral, the trooper smelled an odor of an alcoholic beverage.  After an investigation, Kapral was arrested.  He was transported to SP Whitney Point for processing and issued appearance tickets to the Barker Town Court on August 24, 2021 then turned over to a sober third party.

On August 12, 2021 at approximately 10:17 p.m., New York State Police at Binghamton arrested Michelle A. Cooper, age 55 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle make vehicle and traffic infraction while on State Route 7 in the town of Conklin.  A traffic stop was initiated, and the trooper observed characteristics commonly associated with impairment.  Cooper was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Binghamton where her reportable B.A.C was .13%.  She was issued appearance tickets to the Conklin Town Court on August 25, 2021.

On August 14, 2021 at approximately 1:44 a.m., New York State Police at Oneonta arrested Joshua E. Margiasso, age 32 of West Oneonta, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers were dispatched to a report of a vehicle that crashed on State Highway 23 in the town of Morris.  They located a vehicle stopped in a pull-off and stopped to check on the occupants.  Troopers found that Margiasso was operating the vehicle when he went off the roadway and damaged the vehicle.   Troopers observed signs of impairment and asked Margiasso to perform Standardized Field Sobriety Tests.  After troopers confirmed impairment, Margiasso was arrested.  He was later released on appearance tickets to the Morris Town Court on August 23, 2021.

On August 14, 2021 at approximately 2:43 a.m., New York State Police at Binghamton arrested Michael F. Decker, age 64 of Sanford, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a vehicle that struck a utility pole on Fox Farm Road in the town of Windsor.  While interviewing Decker, troopers observed signs of impairment and an odor of an alcoholic beverage.  Decker was transported to Wilson Hospital for an evaluation.  He was later arrested for DWI.  Decker was later processed and issued appearance tickets to the Windsor Town Court on October 11, 2021. 

On August 14, 2021 at approximately 11:47 a.m., New York State Police at Binghamton arrested Lindsey C. Dixon, age 27 of Endicott, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to the report of a vehicle stopped at a stop sign for a long period of time.  When the trooper arrived, he found Dixon in her vehicle asleep, the vehicle was still running and in “drive”.  The trooper was able to wake Dixon and he detected characteristics associated with impairment.  Dixon was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and later released on appearance tickets to the Windsor Town Court on September 15, 2021.

On August 15, 2021 at approximately 10:06 p.m., New York State Police at Homer arrested Tyler A. West, age 27 of Scott, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched to a disturbance at a home on Country Lane in the town of Scott.  During the course of their investigation, they learned that West was driving in an intoxicated state and had struck a piece of machinery with his vehicle while on Grinnell Road and continued driving home.  West was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Homer where his reportable B.A.C was .20%.  He was later released on appearance tickets to the Scott Town Court on September 21, 2021. 

On August 16, 2021 at approximately 5:05 p.m., New York State Police at Margaretville arrested Aaron J. Howard, age 34 of Hamden, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper initiated a traffic stop after he observed a vehicle speeding on Marvin Hollow Road in the town of Walton.  While interviewing Howard, the trooper observed impairment.  Howard was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Margaretville and later released on appearance tickets to the Walton Town Court on September 15, 2021.

On August 16, 2021 at approximately 6:18 p.m., New York State Police at Sidney arrested David F. Ireland, age 69 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a car that struck a goat on Mertz Road in the town of Bainbridge then left the scene. The goat sustained multiple injuries and had to be euthanized.  Troopers were able to obtain information about the vehicle and driver.  The troopers located Ireland and determined he was operating the vehicle impaired at the time of crash.   Bainbridge Town Court on September 21, 2021.

On August 16, 2021 at approximately 10:52 p.m., New York State Police at Richfield Springs arrested Gerry H. Wilmot, Age 58 of Cherry Valley, NY for the misdemeanor of Driving While Intoxicated.  A trooper on State Highway 20 in the town of Springfield saw a vehicle speeding and initiated a traffic stop.  The trooper detected an odor of an alcoholic beverage and other characteristics associated with impairment.  Wilmot was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Richfield Springs where his reportable B.A.C was .15%.  Wilmot was issued appearance tickets to the Springfield Town Court on September 2, 2021.

On August 18, 2021 at approximately 11:30 a.m., New York State Police at Oneonta arrested Joel D. Hewlett, age 42 of Oneonta, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper initiated a traffic stop after observing a vehicle make vehicle and traffic infractions while on Interstate 88 in the town of Otego.  While interviewing Hewlett, the trooper observed characteristics commonly associated with impairment.  Hewlett was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Sidney for processing.  Hewlett was later released on appearance tickets to the Otego Town Court on September 16, 2021. 

On August 18, 2021 at approximately 10:15 p.m., New York State Police at Richfield Springs arrested Danielle R. Dougherty, age 34 of Richfield Springs, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a car that went off State Route 28 and into a field.  While interviewing Dougherty, the trooper smelled an odor of an alcoholic beverage and other impairment.  Dougherty was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Richfield Springs where her reportable B.A.C was .13%.  Dougherty was later released on appearance tickets to the Exeter Town Court on September 15, 2021.

On August 19, 2021 at approximately 12:52 a.m., New York State Police at Binghamton arrested Kaji Chhetri, age 49 of Scranton, PA for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle on Interstate 81 speeding and make vehicle and traffic infractions.  A traffic stop was initiated.  The trooper smelled an odor of an alcoholic beverage.  Chhetri was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Chhetri was arrested and transported to SP Binghamton where his reportable B.A.C was .09%.  Chhetri was later released on appearance tickets to the Dickinson Town Court on September 30, 2021.

On August 19, 2021 at approximately 8:31 p.m., New York State Police at Norwich arrested Katherine D. Curpier, age 48 of Oneonta, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to Chobani on State Route 8 in the town of Guilford for a report of a woman who was not an employee and appeared to be operating a vehicle while impaired.  The trooper located the described vehicle near State Route 8 in the town of Guilford.  The trooper observed the vehicle turn into a driveway, back out then go into a ditch.  The trooper approached the vehicle and found Curpier in the driver’s seat.  He also smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  After an investigation, she was arrested.  Curpier was transported to SP Norwich.  She was arraigned at the town of Guilford court where she was released on her own recognizance and told to reappear on September 23, 2021.

On August 19, 2021 at approximately 10:45 p.m., New York State Police at Endwell arrested Lucas H. Coene, age 37 of Binghamton, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A vehicle was stopped after observing it cross the double yellow line while on Fayette Street in the city of Binghamton.  While interviewing Coene, troopers detected an odor of an alcoholic beverage and other characteristics associated with impairment.  After an investigation, Coene was arrested.  He was transported to SP Binghamton for processing then later released on appearance tickets to the Binghamton City Court on September 10, 2021.

On August 21, 2021 at approximately 1:24 a.m., New York State Police at Owego arrested Allen M. Johnston, age 32 of Rome, PA for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a vehicle that crashed on State Route 17C and was on its side.  Johnson was checked out by EMS but did not wish to be transported.  An investigation at the scene releveled that Johnson was operating the vehicle while impaired.  Johnson was arrested and transported to SP Owego where his reportable B.A.C was .17%.  He was later released on appearance tickets to the Tioga Town Court on September 15, 2021.

On August 21, 2021 at approximately 4:44 p.m., New York State Police at Sidney arrested Jaylene Tejada, age 21 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper was monitoring traffic on Interstate 88 in the town of Sidney when a motorist flagged him down advising that a vehicle was driving erratically.  The trooper spotted the vehicle and saw it almost strike a tractor trailer and failing to maintain a lane.  A traffic stop was initiated.  While interviewing Tejada, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Tejada was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Tejada was arrested and transported to SP Sidney where her reportable B.A.C was .16%.  She was processed and released on appearance tickets to the Sidney Town Court on September 9, 2021.

On August 16, 2021 at approximately 9:30 p.m., New York State Police at Homer arrested Franklin A. West, age 60 of Cortland, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a vehicle that went off State Route 281, rolled and ultimately struck a tree.  Troopers located West, who displayed characteristics of impairment.  He was checked out by EMS and transported to Guthrie Cortland Medical Center.  After an investigation, West was arrested and issued appearance tickets to the Homer Town Court on September 21, 2021.

On August 21, 2021 at approximately 11:57 p.m., New York State Police at Sidney arrested Danielle K. Tufano-Erickson, age 35 of Bainbridge, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers initiated a traffic stop on State Route 7 in the village of Bainbridge after observing vehicle and traffic infractions.  While interviewing Tufano-Erickson troopers observed impairment.  She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Sidney.  Tufano-Erickson was later released on appearance tickets to the Bainbridge Town Court on September 7, 2021.

On August 22, 2021 at approximately 6:24 p.m., New York State Police at Margaretville arrested Brent W. Wallace, age 33 of Jefferson, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched to a report of a vehicle on its side on State Highway 10 in the town of Delhi.  Wallace was not transported to a hospital by an ambulance.  While interviewing Wallace, the trooper observed characteristics associated with impairment.  Wallace was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Wallace was arrested and later released on appearance tickets to the Delhi Town Court on September 14, 2021.

On August 27, 2021 at approximately 10:00 p.m., New York State Police at Binghamton arrested Michael N. Packs, age 63 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Packs entered a DWI checkpoint on George F. Highway West and a trooper observed characteristics associated with impairment.  Packs was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Endwell for processing then later transported to Broome County Central Arraignment and Processing. 

On August 28, 2021 at approximately 12:04 a.m., New York State Police arrested Abajoi R. Parkes, age 30 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Parkes entered a DWI checkpoint on Front Street when a trooper observed characteristics associated with impairment.  Parkes was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton where his reportable B.A.C was .24%.  He was issued appearance tickets to the Dickinson Town Court on September 16, 2021 then turned over to a sober third party.

On August 28, 2021 at approximately 2:39 p.m., New York State Police at Owego arrested Jason M. Sweeney, age 38 of Friendsville, PA for the felony of Criminal Possession of a Weapon in the second degree and the misdemeanors of Unlawful Possession of Ammunition Feeding Device and Aggravated Driving While Intoxicated.  A trooper was dispatched to a report of a vehicle that crashed into a ditch on Pennsylvania Avenue in Apalachin.  While interviewing Sweeney, the trooper observed an odor of an alcoholic beverage and other characteristics associated with impairment.  Sweeney was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  During the investigation, the trooper also located a loaded handgun with a magazine that is not NY Safe Act complaint.  Additionally, the trooper learned that Sweeney does not have a pistol permit.  Sweeney was arrested and transported to SP Owego where his reportable B.A.C was .22%.  Sweeney was later transported to Tioga County Central Arraignment and Processing where he was released on his own recognizance and scheduled to appear in the Owego Town Court on September 1, 2021.

On August 28, 2021 at approximately 7:49 p.m., New York State Police at Stamford arrested Celine S. Decarlo, age 39 of Brooklyn, NY for the misdemeanor of Driving While Intoxicated. A trooper was dispatched to a report of a vehicle that crashed into a tree on Bell Hill Road in the town of Delhi.  Decarlo was transported to O’Connor Hospital by Delhi EMS.  While interviewing Decarlo at the hospital, the trooper observed characteristics associated with impairment.  She was later processed and issued appearance tickets to the Delhi Town Court on September 28, 2021. 

On August 30, 2021 at approximately 9:27 p.m., New York State Police at Margaretville arrested Sean P. Curtis, age 20 of Wantagh, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper observed a vehicle with vehicle and traffic infractions while on Sherwoods Road in the town of Delhi and initiated a traffic stop.  While interviewing Curtis, the trooper observed impairment.  Curtis was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and later issued appearance tickets to the Delhi Town Court on September 21, 2021.
